The R&D Program Manager will lead efforts within their programs to adopt industry standard process frameworks and tools, drive organizational structures to optimize value delivery, and facilitate continuous improvement efforts with regards to quality system processes and culture.
The R&D Program Manager supports R&D Portfolio Management in developing, collecting, and evaluating metrics and business cases for the creation and maintenance of the R&D program portfolio.

What you'll be doing:
Plan, direct, and coordinate activities to manage and implement a program from contract /proposal initiation to final operational stage including the transition into “business-as-usual”; plans, schedules, monitors, and reports on activities related to the program.
Ensure that programs are managed to realize business benefits and that program management is informed by an awareness of current technical developments.
Take full responsibility for the definition, documentation and successful completion of complex projects (typically with significant business, political, or high-profile impact, and high-risk dependencies).
Adopt and adapt project management methods and tools, selecting appropriately from plan-driven/predictive approaches or more adaptive (iterative and agile) approaches.
Ensure that effective project control, change control, risk management and testing processes are maintained.
Monitor and control resources, revenue and capital costs against the project budget and manages expectations of all project stakeholders.
Define the approach/policy and sets standards for the support provided for managing and monitoring portfolios, programs, and projects. This can also include: the governance/management of resources, directing and leading the implementation and on-going operation of an effective service organization, ensuring delivery of effective services/resources in line with current and planned demand and reviewing the effective provision.
Lead substantial improvement programs.
Seek out, identifies, proposes, and initiates capability improvement activities within the organization typically driven by the need to enhance performance, satisfy new business opportunities or to respond to external drivers.
Select frameworks, approaches and techniques for use. Plans and manages the evaluation or assessment of organizational capabilities. Devises solutions and leads change initiatives including communication, transition and implementation activities.
Take action to exploit opportunities to deliver measurable, beneficial impacts upon operational effectiveness.
Monitor international, national, and sector trends in order to establish the needed capability.
Champion the value of new ways of working to address internal and external opportunities and threats arising from changes in technology, society and business models.
Set direction and leads in the introduction and use of organization design techniques, methodologies and tools to change and improve organization structures and culture to deliver business outcomes.
Plan and leads organization design activities; identifies alternatives, assesses feasibility, and recommends solutions.
Identify major changes affecting the organization and mobilize resources to implement changes.
Initiate the definition of new organization boundaries, and create future organization design, including location strategy and the number of locations required.
Outline performance measurement objectives and the high-level implementation approach.
Ensure that there is a business perspective on how any new technical capabilities will be integrated into the business, including planning around key business cycles, selecting appropriate customers for migration, etc.
Initiate the business implementation plan, including all the activities that the business needs to do to prepare for new technical components and technologies.
Ensure sites deliver site implementation plans that align with the overall plan. Track and report against these activities to ensure progress.
Define and manage the activities to ensure achievement of the projected business benefits after delivery.
Outline key business engagement messages that need to be communicated throughout the program/project.
Promote the change program vision to staff at all levels of the business operation, brings order to complex situations, and keeps a focus on business objectives.
Work with operational managers to ensure maximum improvements are made in the business operations as groups of projects deliver their products into operational use.
Maintain the business case for funding the program and confirms continuing business viability of the program at regular intervals.
Other responsibilities:
Manage and coach the Agile Release Train (ART) as the Release Train Engineer (RTE) fully complying with the set of responsibilities defined for this role by Scaled Agile Framework (SAFe).
Up to 20% Domestic and International travel to facilitate global engineering teams.
What we look for:
BA, BS or equivalent, PMP preferred
Demonstrated Project & Program Management skills or experience within the industry
Related business experience (project manager and/or equivalent) typically gained over several years
SAFe RTE Certification or equivalent preferred
8 – 10 years’ Program Management or Senior Project Management experience in a technical role (software engineering or IT infrastructure).
2 - 4 years’ experience in a regulators industry, with an emphasis on Project Management.
A thorough understanding of Program Life Cycle management controls, with a thorough understanding of the Software Development Life Cycle (SDLC) and the costs and complexities of infrastructure and software deployment projects.
Demonstrated ability to mentor staff. Ability to manage and delegate work as part of a team in a matrix environment.
Excellent organizational, interpersonal, time management, and prioritization skills.
Excellent verbal and written communication skills, including ability to communicate effectively in English.
Detail oriented and demonstrated responsiveness to inquiries and requests.
