JOB DESCRIPTION SUMMARY
This position reports to the Director of the Project Management Office (PMO and is responsible for initiating and managing projects to completion across various information technology (IT) and company operational areas. This position is responsible for coordinating activities for an entire project team for various large-scale projects, events, and new product offerings or business lines by managing activities through the system development life cycle (SDLC) process for both waterfall and/or Agile frameworks. The incumbent is responsible for ensuring project progress and timeliness, risk/issue tracking, and system release tracking are updated and maintained through status dashboards and reporting. The position also provides project status reporting. This position maintains accurate and complete files for projects and programs and support efforts that ensure the integrity and completion of all projects. Responsibilities also include defining and monitoring performance and measuring results and assisting with the management of vendors and service provider relationships.
Qualifications
Bachelor’s (BS) Degree in Information Systems, Computer Science, Business Administration, Healthcare Administration, accounting or related field and minimum 5 years project management experience for IT projects and implementations with a minimum 2 years of experience User Acceptance Test (UAT) plans/scripts. Agile Project Management experience is preferred.
Project Management Professional (PMP and/or PMI-ACP) active certification and Scrum Master certification required.
Proven experience in project documentation (charters, project management plans, requirement, design documents, test plans, etc.).
Advanced knowledge and demonstrated ability in developing and maintaining project schedules and utilizing Microsoft Project (or similar scheduling tools), and experience with other Microsoft Office Suite products, and high degree of comfort learning new technologies and systems.
Excellent knowledge of English and ability to create, present, research and report project status and dashboarding to Project Teams, program and operational areas, executives, and stakeholders.
Experience leading, motivating, and managing various project and program team sizes, including internal, external, and vendor resources, while holding the project team accountable for performance.
Ability to manage project progress, risks/issues, scope, defects, timeline, and cost impacts and mitigations to ensure project alignment with goals/objectives.
Ability to organize, plan and prioritize work. Duties And Responsibilities
Project Management
Define project missions, goals, tasks, resource requirements, timeline, scope, budget, and service levels. Communicate with IT, program, and operational staff relative to the project assigned.
Create supporting project documentation to establish the project within the Portfolio and initiate the effort (e.g., Project intake form, Project Charter, Project Plan, Detailed requirements, etc.).
Establish project resource continuity and participant responsibilities for participation in work sessions, scope and design walkthroughs, scrum ceremonies, and weekly status meetings.
Prioritize project within the development and implementation of IT and Business Operational projects and procedural enhancements.
Lead requirements gathering, perform process analyses, create procedural documentation, lead project and developer teams, direct training management, and non-management staff, and establish processes to monitor and sustain effective project progress, risk/issue identification, and scope changes.
Direct, oversee, and monitor test planning, initiation, and progress for internal and external testing efforts through system, integration, and UAT. Define and institute test metrics to denote progress and readiness for implementation of system changes.
Support and direct Organizational Change Management (OCM) and training readiness and documentation activities to ensure a smooth and supported implementation through transition to post go-live operations.
Coordinate help desk support readiness for implementations and defect management.
Manage project budget, resource allocation, project plan, project trackers and project timelines as required to deliver projects on-time, within scope and budget.
Perform Project lessons learned to incorporate best practice and experience recommendations for continuous IT, program, and operational process improvements.
Functions as a Lead in planning and reviewing proposed system and operational enhancements, providing a holistic voice to potential business/technical requirement considerations and project/ portfolio impacts.
Manage project Teams through all project phases and provide day-to-day direction to cross-functional implementation and support teams.
In consultation with the appropriate manager, recruit, interview and select staff with appropriate skills for the project activities and lead group to ensure project completion.
Provide technical and functional assistance to project and Agile Team members during all stages/sprints of the project.
Initiate and participate in defining system and operational key performance indicators for implementations and maintenance and operations.
Provide oversight of project installations and system maintenance implementations to support risk/issue resolution, mitigations, and performance optimization.
Silo Busting
Communicate expectations to partners and teams, gaining acceptance to accomplishing customers’ business goals and objectives.
Establish communication plans and schedules to update program, operations, executives, and stakeholders on project and portfolio progress.
Produce status reports on all IT and operational projects to measures project performance and generate supporting reports.
Support organizational efforts to eliminate silos and improve interdepartmental collaboration and potential integration of system and project efforts.
Lead or support initiatives to improve member data acquisition and analytics in support of the organizational mission to bring value to members and improve the customer experience.
Support internal practice development efforts to help fuel growth and support initiatives.
Assist in implementation change programs in both a project management, business analysis, or other assigned roles.
Provide mentorship, training, and support to other team members relative to best practices and tools in project management, product management, requirements gathering, and documentation.
