USALCO, LLC is a major unit within the manufacturing network of a leading provider of aluminum-based component products used in water treatment, pulp and paper manufacturing, the making of catalysts for oil refining, the housing market and other sectors. JOB SUMMARY:

The sourcing and procurement organization is responsible for orchestrating the source relationships and executing on the purchasing strategy to manage the sourcing and procurement plan. The plan may include direct raw materials, indirect goods and services and CAPEX.

The primary role of a Strategic Sourcing Commodity Manager is to support the purchasing and governance activities of goods and services needed by the organization. This role is responsible for the bidding process, contractual negotiation and supplier performance process that will be used within the sourcing and procurement function. This position is a key driver in ensuring commodities are managed for cost optimization, governance, and risk mitigation, while delivering goods or services on time with a high degree of quality.

Strategic Sourcing Commodity Manger Scope: Assist the procurement team managing the complete end to end procure to pay process for assigned raw materials, indirect goods, or services Number of categories/SKUs/products/commodities/services in total $400M

Span of raw materials /Indirect goods and service and CAPEX annual spend:

  • Raw Materials Spend $300M.
  • Indirect goods and Services: $50M
  • CAPEX: $50M

Geographic span: Procurement manages +3,000 active suppliers supporting twenty-seven operating locations.

ROLES AND RESPONSIBITIES:

The strategic sourcing commodity manager is authorized to execute on purchasing plans per the business processes and policies. Changes may need to be approved by a director/vice president if they fall outside parameters defined by the business process. This role may have one or more buyers as direct reports, depending on the size and scope of the role established.

  • Ensuring suppliers are selected and managed per specifications of the company in a timely and cost-effective manner.
  • Follow contractual and business processes.
  • Annual spend under contract improvement.
  • Annual EBITA goals are delivered.
  • Ongoing conflict resolution of supplier issues, and developing, educating, and measuring results for broader use in the supply chain team.
  • Ensure procurement process adherence is maintained process
  • Establish and mange KPIs.
  • Continually drive procurement process systems improvement.
  • Communicate analysis results and recommendations to supply chain leadership on an ongoing and as-needed basis.
  • Execute ongoing improvement of selection, negotiation, monitoring, tracking, measuring, and reporting per company policies.
  • Drive annual DPO improvement to KPI targets.

MINIMUM QUALIFICATIONS:

KNOWLEDGE AND SKILLS:

  • Data gathering, and quantitative and qualitative data analysis skills, including business process metrics and measures linking to business KPIs (cost savings, spend under contract, DPO; Inventory turns, supplier defect rate (DPPM); and percentage POs tied to approved requisitions.
  • Membership in professional organizations, trade or user groups, and a pattern of regular attendance at industry conferences to enhance their knowledge of supply chain sourcing and procurement. CPSM; CPIM and APICS professional members preferred
  • Effective communication skills, with a proven ability to understand key role concepts and communicate with business stakeholders.
  • Strong organizational skills, as well as the ability to perform in a command-and-control role under pressure and manage multiple priorities with competing demands.
  • Strong negotiation, analytical, conflict resolution, data-processing and critical thinking skills.
  • Proficiency in process formulation and continuous improvement.
  • Proficiency using PC-based applications (such as Microsoft Excel, PowerPoint, Word, and/or Access).
  • Understanding of enterprise technology applications that enable sourcing and procurement execution and reporting.
  • Ability to utilize mathematical/statistical data to draw conclusions to optimize costs.

Results orientation:

  • Understanding of larger company strategy to select, govern and innovate with supply base.
  • Looks for trends in category to drive continuous improvement for larger procurement team.
  • Meets deadlines and works well under pressure with limited supervision.
  • Is well-organized and maintains an elevated level of attention to detail.

Analytical thinking:

  • Strong analytical and conceptual skills linking issue resolution to process improvement.
  • Data gathering, and quantitative and qualitative data analysis skills, including business process metrics and measures linking to business key performance indicators (KPIs).
  • Linking the supply chain processes for improvement in planning, customer voice, and supplier constraints and opportunities.

Leveraging systems:

  • Supplier-neutral (that is, no specific preference toward a particular supplier).
  • Ethical leadership following standards of the company and general industry best practices.

EDUCATION:

  • Bachelors degree in operations/supply chain management/business or engineering
  • 5-7 years of experience in supplier quality or management
  • Master's degree in operations/supply chain management/business or equivalent years of experience preferred

EXPERIENCE:

  • Experience using PC-based applications (including Microsoft Excel, PowerPoint, Word, and/or Access).
  • Experience working within supply chain functions with proven leadership capability.
  • Direct information gathering, analysis and management reporting.
  • Direct experience with modeling, analysis, and simulation tools.
  • Direct experience collaborating with multiple partners to resolve exceptions and negotiate best alternatives.
  • Has successfully worked in a team-based environment.

The following experience is desirable:

  • Experience working in chemical processing industry sourcing chemical supply.
  • Experience working in global or remote environment.
  • Previous experience with continuous improvement; Six Sigma concepts and methodologies.
  • Previous experience using ROSS; SAP or equivalent ERP system(s).

  • Available for up to 20% Travel.
