Full-time employee - Remote
Salary: $130,000 - $145,000

Scope of Work:

Capio Group is looking for an experienced Senior Project Manager to provide IT services for the client Modernization Project. The Senior Project Manager will be responsible for managing project efforts, act as advisor to the clients management team in matters related to the project, and lead Project Team, consisting of various technical and business Subject Matter Experts (SMEs). The Senior Project Manager will provide these IT services for the remainder of the PAL, throughout the Project’s software development life cycle, and post implementation.

The Senior Project Manager will be responsible for tasks including but not limited to:
Project Communication and Stakeholder Management:

  • Coordinate with all project stakeholders and staff.
  • Facilitate weekly status meetings and document action items with the Project Team, stakeholders, and technical staff.
  • Create and/or update project charter and project plans.
  • Update and provide Project Status Reports
  • Coordinate and update all required PAL documents.
  • Prepare for upcoming activities within the project:
    • Obtaining authorization from stakeholders;
    • Analyzing and presenting business needs and feasibility to stakeholders.
  • Coordinate and present to regular Executive Steering Committee meetings.
  • Present ad hoc general project status updates to stakeholders.
  • Utilize Microsoft Teams/SharePoint to store and present key information to the clients Management team, stakeholders, and Project Team.
Project Schedule and Resource Management:
  • Develop and maintain the project schedule (using MS Project), which includes the consolidation of project schedules from various sources.
  • Manage day-to-day project work efforts.
  • Assess and adjust resource load for project activities.
  • Define the sequence of project activities.
  • Establish schedule maintenance and reporting.
  • Development of ad hoc hypothetical scenarios for project schedule changes.
Project Scope and Change Management:
  • Validate and control scope through:
    • Collecting requested changes to scope and requirements as a result of requirement traceability completed by vendors, and leading discussions to determine scope change.
    • Performing integrated change control.
    • Conducting change configuration tasks for project documents.
    • Delivering Monthly Reports including proposed changes that may impact the scope.
Project Risk and Issue Management:
  • Manage risk response planning, including identify and lead mitigation meetings to identify mitigations for risks, track the approved mitigation and assist in updating Risk Register.
  •  Lead risk meetings to discuss and determine risk response.
  • Assist in the creation of tools for the management and resolution of issues. Conduct meetings as needed to ensure any impediments are resolved expeditiously.
  • Prepare Risk Mitigation Plan.
Knowledge Transfer:
  • Knowledge transfer plan that contains:
    • High level task roadmap.
    • Schedule for knowledge transfer.
    • Inventory of what areas knowledge transfer will cover with names.
    • List of contractor lead personnel for knowledge transfer and clients staff to be trained (a mapping of resources to be trained).
    • A process to validate that knowledge transfer met its objectives.
  • Knowledge transfer execution status and signoff document.
    • List all knowledge transfer areas and include its completion status.
    • Provide summary of knowledge transfer validation and results.
  • Knowledge transfer artifacts (all documents).
    • List all knowledge transfer training documentation and their purpose.
    • Include all training documentation (a link to a shared folder).
    • Lessons-learned.
Mandatory Experience:
  1. Within the last ten (10) years, must have a minimum of seven (7) years of experience applying PM principles, methods, techniques, and tools. Desirable Qualification scores may be awarded for additional years of experience up to a total of ten (10) years.
  2. Within the last ten (10) years, must have a minimum of three (3) years of experience as a PM implementing an IT project for a federal, state, or local government entity. Desirable Qualification scores may be awarded for additional years of experience up to a total of five (5) years.
  3. Within the last ten (10) years, must have a minimum of two (2) years of experience with drafting and revising the State of California Department of Technology’s Project Approval Lifecycle (PAL) documentation. Desirable Qualification scores may be awarded for additional years of experience up to a total of three (3) years.
  4. Within the last ten (10) years, must have a minimum of three (3) years of experience of schedule management and Microsoft (MS) Project. Desirable Qualification scores may be awarded for additional years of experience up to a total of five (5) years.
  5. Within the last ten (10) years, must have a minimum of three (3) years of risk management experience. Desirable Qualification scores may be awarded for additional years of experience up to a total of five (5) years.
  6. Within the last ten (10) years, must have a minimum of two (2) years of experience with business process review and gap analysis. Desirable Qualification scores may be awarded for additional years of experience up to a total of four (4) years.
  7. Within the last ten (10) years, must have a minimum of one (1) year of experience leading Agile ceremonies using Agile tools, e.g., JIRA or equivalent technologies. Desirable Qualification scores may be awarded for additional years of experience up to a total of three (3) years.
  8. Within the last ten (10) years, must have a minimum of two (2) years of experience with user administration and document organization in a project sharing site, (e.g. SharePoint or equivalent technologies). Desirable Qualification scores may be awarded for additional years of experience up to a total of four (4) years.
  9. Within the last ten (10) years, must have a minimum of two (2) years of experience on a single IT project evaluating, analyzing and compiling multiple vendors’ schedules into one single schedule. Desirable Qualification scores may be awarded for additional years of experience up to a total of four (4) years.
  10. Must possess a Bachelor’s degree. Four years of experience, in addition to the years required above, may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
  11. A valid *Project Management Professional (PMP) certificate issued by the Project Management Institute (PMI). A copy of the certificate must be provided upon request.
  12. Within the last ten (10) years, must have a minimum of two (2) years of experience on a large-scale business system modernization project. Desirable Qualification scores may be awarded for additional years of experience up to a total of four (4) years.
  13. Within the last ten (10) years, must have a minimum of one (1) year of experience applying Agile SCRUM Project Management methodologies to IT projects. Desirable Qualification scores may be awarded for additional years of experience up to a total of three (3) years.
  14. Within the last ten (10) years, must provide two (2) references for projects completed while providing project management services to projects with $10 million value or higher, and include planning, design, development, and implementation phases. The two (2) resource references should be from a senior manager level who could verify work performed.
Desirable Experience:
  1. Possession of a Master’s degree. A copy of the degree must be provided upon request.
  2. Maintains active certification as an Agile Certified Practitioner through the PMI.
