Description

The Talent Acquisition Specialist will play a key role in identifying, attracting, and hiring top talent across various functional areas of the agency. This position will work closely with Hiring Managers and the Senior Director of People & Culture to understand hiring needs, develop effective recruitment strategies, and manage the full-cycle recruitment process. The Talent Acquisition Specialist will contribute to building a high-performing workforce aligned with the agency's values and goals.

Primary Responsibilities

  • Responsible for maintenance of ATS including posting, editing, refreshing, and removing postings, as necessary.
  • Under the instruction of departmental leadership, source and locate local talent to fill open roles in the agency’s locations.
  • Primary point of contact for all job seekers, providing a positive and professional candidate experience in line with the agency’s values.
  • Develops a professional and thoughtful relationship with all candidates to positively represent the Agency to the job prospect community.
  • Recruits and sources top talent in alignment with the strategy set forth by the AVP of People & Culture as well as the Senior Director, People & Culture.
  • Thoughtfully review all applications submitted by candidates including resumes, cover letters, writing samples, and exercises independent judgment to determine if candidates meet the needs and expectations of the role and of the Hiring People Manager.
  • Leads telephone interviews with candidates, makes appropriate notes, and determines which candidates may advance to the next round interviews.
  • Facilitate, schedule, and shepherd interviews between Hiring People Managers and candidates and ensuring all interviews meet the Agency’s requirements for inclusivity and compliance with local, state, and federal labor laws.
  • Collaborate with other members of the People & Culture team on the Agency’s compensation and benefits plans and provide expertise where able.
  • Prepare accurate offer letters and employment offer packets for candidates selected for roles in alignment with Agency’s practices and procedures.
  • Work with the People & Culture Generalist as well as the Senior Director, People & Culture on the onboarding tasks for new hires.
  • Performs other duties as assigned.

  • Our agency offers hybrid work as a potential option but not a guaranteed arrangement. Employees are expected to have the capability to work from home with a reliable internet connection and to set up a workstation that supports productive work during normal business hours.
  • Bachelor’s Degree from an accredited university is required with preference for studies in Human Resources, Organizational Psychology, Industrial Psychology, or Business.
  • At least three (3) years of experience in recruiting.
  • Experience working with HRIS and ATS systems as part of the recruiting process including working with LinkedIn, Indeed and other cutting-edge recruiting tools
  • Intermediate to advanced proficiency with HR and timekeeping systems for mid-sized organizations; advanced knowledge of Microsoft Office Suite (Word, Excel, PowerPoint), including data analysis and reporting capabilities; expertise in Adobe software; proficiency in web-based file sharing, communication tools, and team conferencing technology to support efficient collaboration and operations. 
  • Positive demeanor and passion for serving others, including supporting people managers to best support their teams.

  • Effective verbal and written communication skills; bilingual English and Spanish highly preferred.

  • Personal vehicle, valid CA driver license, auto insurance and acceptable driving history.
  • Acceptable background clearance required of those employed by a youth services agency.

 

Physical Requirements

 

  • Long periods of sitting at a desk, performing work on a computer and talking on the phone.
  • Visual acuity to read computer screens for long periods of time.
  • Occasionally required to move hard copy employee files from one location to another, up to 15 pounds.
