Job Summer:

This position is responsible for processing all non-billable release of information (ROI) requests from outside medical facilities, patients, attorneys, commercial payers, state governing bodies, and 3rd-party contractors, etc. The Release of Information (ROI) Technician must always safeguard and protect the patient’s right to privacy by ensuring that only authorized individuals have access to the patient’s medical information and that all releases are processed within the mandated timeframes and in compliance with HIPAA and HITECH regulations, hospital policies, and state law. Completes all job duties following HIPAA's guideline for releasing the minimum protected health information (PHI) necessary to those who have the right and, on a need, to know basis. Maintains an accurate record of all release of information transactions, for ease of retrieval in response to status updates and to provide an accounting of disclosures. Maintains a positive and professional relationship with all internal and external customers to ensure the highest quality of patient care. Able to perform multiple tasks with frequent interruptions, maintain the privacy and confidentiality of patient records, and utilize multiple hospital computer systems to perform daily tasks. Actively participates in department and hospital performance initiatives when needed to ensure ULH success.

Responsibilities:

• Receive incoming ROI requests timely, including date stamping all requests and highlighting pertinent data to facilitate processing.
• Process ROI request via email and/or by responding to requests received via incoming mail, taking telephone inquiries, and retrieving facsimile requests.
• Ensure productivity standards are met for processing all requests within 7-10 business days as well as on-demand when possible.
• Maintain a working knowledge of for HIPAA-compliant ROI authorizations, subpoenas and court orders.
• Retrieve patient’s medical records, copy/upload medical records accurately and correctly according to requests, established procedures, and established standards of quality and productivity.
• Demonstrate working knowledge of HIPAA/HITECH guidelines regarding ROI to appropriately provide phone coverage and respond to inquiries.
• Demonstrate working knowledge of the Electronic Health Record System (EHRs) for accurate retrieval, location, and verification of patient demographic information.
• Maintain privacy/confidentiality when handling any request for patient protected health information (PHI).
• Operate standard office equipment – fax, microfilm, scanner, EHR, ROI tracking, etc.
• Meet deadlines and coordinate work efforts to achieve maximum productivity and efficiency.
• Consistently combine ethical judgment and technical skills when making decisions regarding patient safety and confidentiality.
• Scan all ROI authorization forms and pertinent patient documentation into EHR daily.
• Perform other duties as assigned.

Qualifications:

MINIMUM EDUCATION & EXPERIENCE
• High School education or GED required.
• Minimum two years HIM experience in an acute care hospital setting performing chart processing tasks.
• Minimum of 1-year experience performing release of information duties.
• Ability to determine and process HIPAA-compliant authorizations for release of information.
• Experience working with an electronic health record system; Cerner Powerchart preferred.
• Experience with ROI applications; CIOX eSmart Log and MRO software preferred.
• Excellent customer service and communication skills required.


KNOWLEDGE, SKILLS, & ABILITIES
• Knowledge of HIPAA/HITECH guidelines required.
• Strong knowledge of medical records format and content for inpatient and outpatient encounters.
• Strong communication skills and attention to detail and quality.
• Experience with HIM systems, computers and office equipment.
• Experience handling confidential information required.
• Experience meeting deadlines and/or productivity standards required.
