Project Summary
The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical monitoring and evaluation (M&E) knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

Position Summary
The Senior Monitoring and Evaluation (M&E) Specialist, in conjunction with the Third-Party Monitoring (TPM) technical team, will be responsible for managing the monitoring and verification (M&V) activities of multiple USAID-funded humanitarian activities/awards in Afghanistan. The Senior M&E Specialist will also be responsible for management of training for local Afghan staff in data collection on outputs, outcomes, and in some cases impact of activities.
Responsibilities
- Provide subject matter expertise and manage TPM of multiple humanitarian projects including data collection, processing, analysis, and reporting.
- Supervise and manage training of STTA M&E Specialists, Field Monitors, and local sub-contractor’s staff on M&V and evaluation techniques/protocols.
- Assist in development and management of data management processes with AMELA data management team.
- Assist M&E senior management and technical staff in the development of a USAID portfolio-wide M&V plan, including the specific parameters of site visits, asset verification, and data collection for selected USAID projects and associated geographic sites.
- Supervise implementation of the M&V plan through overseeing and/or participating in site visits validations as necessary to capture and analyze data in a timely and accurate manner.
- Work together with key stakeholders to develop data collection tools and protocols.
- Manage the implementation of a multi-pronged data quality assurance and control approach and work with the project team to improve the approach regularly.
- Supervise collection of public opinion information on views and impact of work performed through the projects.
- Conduct data analysis and produce ultimate TPM reports.
- Provide feedback to USAID managers on project shortcomings and recommendations for improving project implementation and impact.
- Work with USAID officials to improve M&V systems where site visits find deficiencies.
- Perform other duties as assigned by project management.
Qualifications
- Bachelor’s degree in social sciences or a related field is required. Master’s degree is preferred.
- Minimum five years of experience in a related field such as third-party monitoring of humanitarian activities in health, nutrition, WASH, protection, distributions, inspections, etc., is required.
- Experience in managing the M&V needs and activities associated with humanitarian projects in complex environments, including Afghanistan preferred.
- Experience supervising others preferred.
- Knowledge of USAID performance monitoring guidelines and rules (ADS 203).
- Understanding of data quality standards and issues, M&E concepts, and methodologies.
- Professional written and spoken fluency in English, Dari, and Pashto is required.
