We are seeking a detail-oriented Program Analyst / Accounts Payable (AP) Clerk with experience processing vendor payments and managing Government Purchase Card (GPC) transactions to join our team supporting the federal agency. In this role, you will handle payment processing, track and monitor financial transactions, and ensure compliance with policies and federal regulations. This position is ideal for an individual with a strong understanding of government finance operations, excellent organizational skills, and hands-on experience with Government Purchase Card programs.
Key Responsibilities:
  • Conduct thorough reconciliations of bank statements, including complex multi-account reconciliations.
  • Investigate and resolve discrepancies by analyzing transactions and working closely with banking partners and internal teams.
  • Ensure all reconciliations comply with federal regulations and accounting standards.
  • Utilize Bank systems to manage financial transactions, balances, and cash flow.
  • Coordinate with staff to ensure timely and accurate processing of deposits, payments, and transfers.
  • Provide accurate and timely reports of cash positions and assist in cash management decision-making.
  • Prepare, review, and submit financial reports, ensuring accurate reflection of reconciled accounts.
  • Document reconciliation procedures and maintain records of adjustments for audit readiness.
  • Process and verify vendor invoices, ensuring accuracy and completeness of all required documentation.
  • Coordinate with vendors to resolve payment discrepancies and confirm receipt of goods and services.
  • Maintain accurate records of transactions and track payment statuses in the AP system.
  • Review and process GPC transactions, ensuring all purchases are compliant with and federal purchasing guidelines.
  • Reconcile GPC statements monthly, validate expenses, and maintain documentation for audit readiness.
  • Assist GPC holders with questions, guidance, and training on purchase policies and transaction coding.
  • Compile and analyze financial data related to vendor payments, AP activities, and GPC expenses.
  • Assist with monthly, quarterly, and year-end closing processes, ensuring all transactions align with the general ledger.
  • Reconcile accounts payable transactions and prepare reports to support accurate financial records.
  • Ensure all AP and GPC activities follow federal financial regulations, maintaining adherence to internal control standards.
  • Document and maintain up-to-date procedures related to payment processing and GPC usage.
  • Support audits by providing transaction records and reconciliations and ensuring all AP practices are audit-ready.
  • Communicate effectively with vendors, program managers, and internal departments regarding payment inquiries, GPC guidance, and policy clarifications.
  • Assist in training and onboarding new team members on AP and GPC processes.
  • Support additional administrative tasks and special projects as required by management.

Qualifications:
  • An Associate’s or Bachelor’s degree in finance, accounting, business administration, or a related field is preferred.
  • Minimum of 3 years of professional experience in Accounts Payable, including vendor payment processing and Government Purchase Card program management in a federal or government agency setting.
  • Strong knowledge of federal payment processing standards and GPC usage guidelines.
  • Proficiency in accounting software and MS Office applications, especially Excel.
  • Strong analytical and reconciliation skills with attention to detail and accuracy.
  • Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
  • Excellent communication and customer service skills for interfacing with vendors, internal departments, and program managers.
  • Effective communication skills for collaborating with team members, banking partners, and auditors.
