WHO WE ARE LOOKING FOR:
Fors Marsh is seeking a Community Preparedness and Resilience Researcher to deliver programmatic, evaluation and communications support for a number of FEMA Resilience programs. This individual will work across the entire program lifecycle, coordinating efforts to assess, design, implement and promote individual, community and national disaster resilience programs. This individual will have relevant experience supporting monitoring and evaluation activities, and will have a deep understanding of the ecosystem of stakeholders across the public, private and non-profit sector that promote and implement FEMA’s disaster resilience programs.
Responsibilities include:
- Coordinate a team of analysts to design evidence-based programming that drives disaster resilience outcomes across the country.
- Develop and update program collateral to support stakeholders who implement FEMA’s disaster resilience programs.
- Collaborate with program, communications and research leads to identify opportunities for coordination internally and externally.
Qualifications:
- At least 8 years’ experience designing, implementing and evaluating emergency management and disaster resilience programs at the local, regional and national level.
- Bachelor’s degree from an accredited university; Master’s degree preferred.
- Demonstrated experience building monitoring and evaluation frameworks and processes for a portfolio of disaster resilience programs.
- Experience working with the emergency management sector, participating in engagements with emergency management stakeholders, including state, local, tribal and territorial (SLTT) partners, and other federal agencies.
- Experience leading national qualitative and quantitative data collection across local, regional and national offices.
- Experience using qualitative and quantitative data analysis to inform programmatic and process improvements.
- Demonstrated success working in a matrixed organization.
- Must be a U.S. Citizen and consent to a full background check due to our federal contract requirements.

Salary: $93,000 - $102,000
