Patient Engagement & Governmental Affairs Manager 

 

As optimal healthcare is at the core of our Pharma objectives, the Patient Engagement & Governmental Affairs Manager will play a key role in the collaboration with patient associations, (semi)governmental stakeholders, members of the parliament and all other relevant external stakeholders. You will be responsible for the development of projects to involve patients and include the patient perspective, in order to deliver services in our areas of expertise which answer patient needs. Besides, you will monitor the socio economic & political environment and provide strategic advice on its impact and maximize Bayer's reputation and opportunities for Bayer's business. You will develop and execute Governmental Affairs strategies on selected topics to support business goals and policy objectives and represent Bayer towards key stakeholders. You’ll work closely together with pharma associations towards successful lobby-strategies for Bayer and pharma as a whole.

 

YOUR TASKS AND RESPONSIBILITES

 

Patient engagement

  • Develop & maintain a network of key stakeholders such as patient organizations and healthcare & political decision-makers to collaborate in order to improve patient access in therapeutic areas within our focus.
  • You will monitor and report national trends, needs and activities in the company’s priority areas where the external environment holds challenges which require action in order for patients to have smooth access to innovative therapies.
  • Responsible for implementing an integrated patient engagement advocacy strategy by developing disease advocacy activities, alliances & external collaborations with organizations in cross departmental way to answer the patient needs, integrate the patient voice into strategic internal medical/commercial planning processes and optimize patients QoL.
  • Facilitate the societal discussion on patient centricity, giving direction on the societal needs.
  • Enhance local guidance on patient support programs and drive awareness of patient engagement value in Belgium.

 

Governmental Affairs

  • Shape public policy and resulting legislation/regulation. Develop and execute lobby strategies around Bayer’s pharmaceutical portfolio in line with product-strategies
  • Develop and lead execution product support strategies targeting stakeholders within each nucleus/actual & future therapeutic area of interest, Market Access, medical and communication.
  • Provide analysis and deep insights on socio economic & political environment, key issues likely to affect Bayer business in Belgium; explores new opportunities or anticipate potential threats.
  • Monitor the institutions (federal, regional Parliaments, Council of Ministers, MoH, Parliament, KCE, RIZIV, etc), with assistance from external agencies whenever needed/useful and from industry trade bodies (Pharma.be, , EFPIA, etc.).
  • Ensure Bayer has a leadership voice and influential presence in the governmental environment that is fully aligned with both local and global Bayer business and PA strategy.
  • Prepare governmental institutions for upcoming pipeline-products like CGT’s and ATMP’s, ensure a favourable reimbursement landscape.

 

  • Provide tailored information and advice to internal customers on external developments as appropriate.
  • Collaborate on BeNeLux common governmental projects.

WHO YOU ARE

  • University degree in business administration or life sciences
  • At least 5 years’ experience in a function serving patient needs with deep understanding of the Benelux health care environment, trends, regulations and political system
  • Relevant experience in the pharmaceutical industry in medical affairs, market access, marketing or related positions is an advantage
  • Great networking skills in political environments and Brussels
  • Passionate about patients and having the vision of putting patients first
  • Significant experience influencing/negotiating with internal and external stakeholders
  • Track-record in bringing parties with divergent views together and in building/keeping relationships, resulting in impactful partnerships
  • Strong oral and written communicator, persuasive but also diplomatic to others
  • Conceptual and strategic thinking
  • Team player who is empathic, result oriented, proactive, analytical, accurate, project oriented, but who can also work independently
  • Fluent in English and Dutch (preferably also French), as well as intercultural skills
