Description

Manhattan Strategy Group is seeking an experienced and knowledgeable Sr. Evaluation Capacity Building Specialist to join our team. The ideal candidate will have a deep understanding of a wide range of evaluation methodologies and the ability to effectively teach these methodologies to experienced evaluators. This role requires expertise in both program evaluation and evaluation capacity building, with a focus on providing non-evaluators with effective communication, training, and technical assistance in program evaluation.
Location: Remote in the United States
Key Responsibilities: 
  • Develop and deliver training programs for both evaluators and non-evaluators, utilizing real, virtual, and technology-mediated environments.
  • Design and implement strategic evaluation communication plans tailored to various audiences, ensuring messages, formats, and channels are appropriate to advance awareness, participation, and use of evaluation for decision-making.
  • Facilitate stakeholder discussions to gather input, feedback, and build consensus on evaluation and evidence-building topics.
  • Apply inclusive research and evaluation philosophies, such as community-based participatory research and utilization-focused evaluation.
  • Provide technical assistance and support to enhance evaluation capacity within organizations.
  • Stay current with theoretical and empirical literature on effective program evaluation methodologies, and evaluation capacity building strategies and interventions.
Qualifications: 
  • Ph.D. in program evaluation, organizational development, social science or similar discipline
  • 15-20 years of proven experience in program evaluation design and execution, and evaluation capacity building, including program evaluation training and technical assistance.
  • Deep expertise in a wide range of qualitative and quantitative evaluation methodologies, adult learning pedagogy, and instructional design and development.
  • Delivery of classroom courses, workshops, seminars and/or technology-based or aided training.
  • Strong communication skills with the ability to convey complex evaluation concepts to diverse audiences.
  • Experience in designing and implementing strategic communication plans for program evaluation.
  • Familiarity with inclusive research and evaluation approaches.
  • Demonstrated ability to work effectively with project stakeholders.
Security Clearance Requirement: Currently holds, or is able to obtain and maintain, DHS fitness determination.
