(MTSI) is seeking a Subject Matter Expert (SME) Program Management and Space Acquisitions Specialist to provide Systems Engineering and Technical Assistance (SETA) to the United States Space Force (USSF) in support of the Operational Command and Control (C2) Acquisition Delta Engine Room responsible for developing software and the supporting architecture for the organize, understand, plan, decide, direct, and monitor capabilities within the C2 Joint Capability Areas (JCAs). This position will be located in the El Segundo, CA area.

Responsibilities

Modern Technology Solutions Inc. (MTSI) is seeking a Subject Matter Expert (SME) Program Management and Space Acquisitions Specialist to provide Systems Engineering and Technical Assistance (SETA) to the United States Space Force (USSF) in support of the Operational Command and Control (C2) Acquisition Delta Engine Room responsible for developing software and the supporting architecture for the organize, understand, plan, decide, direct, and monitor capabilities within the C2 Joint Capability Areas (JCAs). This position will be located in the El Segundo, CA area.

Your essential job functions will include but will not be limited to:

  • Executing analysis of programs, associated systems to include system acquisition and life cycle management for programming, budgeting, and security policy and applications across multiple Services.
  • Supporting the development, modification, coordination, and approval of acquisition strategy document(s), acquisition plans, memorandums of agreement, memorandums of understanding, Department of Defense form 254s, Public Release notices, requests for proposal packages (to include variants such as fair opportunity proposal requests), and other acquisitions and contract supporting material.
  • Supporting and performing contract evaluations, source selections, and other acquisitions and contract-related actions per Government request and approval.
  • Supporting coordination with contractors, program managers, contracting officers, financial managers, program attorneys, security representatives, and other functional support regarding the execution of new and current contracts.
  • Mentoring and providing training to junior Government personnel as Acquisition Subject Matter Experts (SMEs).
  • Supporting Delta-level Agile Combat Employment (ACE) support to senior staff.
  • Developing Acquisition Plans, Justification and Approvals, Request for Proposal packages, Statements of Work, and Contract Data Requirement Lists.
  • Strategic planning, acquisition strategy development, and development of key acquisition documentation to support acquisition strategy approval and execution.
  • Preparing acquisition documentation and executive-level decision papers.
  • Supporting and interacting daily with high level DoD Officials (O-6 and above, GS-15/NH-4 equivalent), sitting on-site with the DoD Program Office and ability to deliver products successfully in a fast-paced environment (on demand).
  • Developing reports, information papers, decision papers, and briefings for senior leadership and external stakeholder leadership.
  • Experience in cost, schedule, and performance management for a DoD program.
  • Supporting the evaluation of contract performance against the program baselines.
  • Working independently or leading cross-functional teams to research, track, and complete ad hoc tasks associated with the PWS.
  • Organizing and executing meeting logistics and representing the Directorate at higher-level meetings as required.

Qualifications

  • 15+ years relevant experience with DOD acquisition programs; a MA/MS, PMP or DAWIA Level III certification may substitute for 3+ years of relevant experience.
  • 5+ years as a program manager/deputy program manager or leader for a Federal or Defense Acquisition program(s).
  • 5+ years leading an acquisition team and delivering critical complex acquisition products across multiple acquisition programs.
  • 15+ years directly supporting a Federal Acquisition or DoD program(s) as an acquisition/program analyst overseeing cost, schedule, and performance.
  • Ability to lead a program through DoD milestones or Major Defense Acquisition Programs (MDAP) equivalent.
  • Ability to lead a strategy through an Acquisition Strategy Panel and Acquisition Strategy Board or equivalent.
  • Ability to review, process, and formulate strategy products for flag or Senior Executive Service (SES) review/decision.
  • Possess the ability to work in a multitasking, quick-paced, dynamic environment.
  • A successful candidate will possess excellent problem-solving skills, initiative, strong written and verbal communication skills, and the ability to collaborate effectively with cross-functional teams.

Qualifications Desired

  • Experience with Other Transactions Authority contract mechanisms.
  • Experience in one or more program offices is highly desirable.
  • Proficiency in MS Office suite.

Education Requirements

  • BA/BS in related field.
  • MA/MS,

Certifications Desired

  • PMP certification.
  • DAWIA Level III certification.

Clearance Requirements

  • Top Secret, SCI and SAP eligible.
  • U.S. Citizenship is required for this position.

Travel Requirements

  • Place of work is El Segundo, CA area, remote work opportunity is limited.
  • May require travel up to 20% of time within the continental United States.

The pay range for this position in California is $170,000/year to $190,000/year; however, base pay offered may vary depending on established government contract wages, job- related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
