Description/Job Summary
Lindahl Reed is seeking an experienced Facility Security Officer (FSO) who will manage, administer, and coordinate with the Department of Defense (DoD), Department of Energy (DOE) and other government agencies to ensure compliance with government and company security policies and procedures. We are a non-possessing facility. The FSO will have an understanding and experience of the 32 Code of Federal Regulation (CFR), Part 117, National Industrial Security Operating Manual (NISPOM) and general security requirements for DoD and other Federal agencies.
Position Responsibilities
- Ability to apply independent judgment and discretion, as well as the identification, analysis and resolution of security-related matters.
- Responsible for DoD facility Clearance
- Manage DOE facility clearance for company’s Joint Venture
- Support AFSO and hiring managers through multi-agency Common Access Card (CAC) process in a timely manner.
- Support AFSO in submitting visit requests as directed by the Government Customer using Defense Information System for Security (DISS) Army Centralized Contracts and Security (ACCS) portal and other site-specific guidance.
- Investigate incidents and security violations, conduct administrative inquiries (AI), and submit reports as required.
- Manage and DD254 and client’s safeguarding requirements.
- Provide expert security advice and assistance.
- Ensure compliance with Facility Clearance (FCL) Government regulations.
- Support AFSO in administrate personnel security clearance processes to include coordinating initial clearance submissions and periodic reinvestigations of staff, providing guidance and instruction to staff to ensure completion of security process, collection of ink or electronic fingerprinting of initial clearance candidates, and providing follow-up clearance report status on processed clearances to managers for specific contracts.
- Oversees that all security documentation and files are in accordance with DCSA requirements.
- Provide backup as needed with any new employee security briefings, exit interviews and debriefing, investigate and report security violations and incidents.
- Provide, documents and archive annual trainings and briefings in accordance with project security requirements within each project’s DD254.
- Provide security support to People, Contracts, and Proposal teams.
- Interpret government policies for the development and implementation of security plans and procedures.
- Maintain a working relationship with DCSA or other Federal Agencies and each contract’s security office for processing and maintaining employee clearances or suitability determinations.
- Strong working knowledge of the NISPOM, other relevant DoD security guidance and requirements, DISS, NISS, SWFT, NBIS, DD254s, and Physical Security requirements.
- Other security-related duties as assigned.
Qualifications, Skills, and Experience:
- Must possess, and be able to maintain, a minimum of a Secret clearance and be eligible for a Top Secret (TS) Clearance
- Must be able to obtain DoE “Q” access
- Must have prior DoE security experience
- Knowledgeable using Excel, Word, PowerPoint and government system databases,
- Strong communication and facilitation skills, team focused and commitment to continuous learning.
- Detail oriented with excellent organizational, time-management, and interpersonal skills.
- Ability to effectively work with a diverse workforce of professionals.
- Understand current security threats and patterns.
- Ability to recognize characteristics and behavioral patterns of persons who are likely to threaten security, including techniques used to circumvent security measures.
- Experience with emergency preparedness, response, and contingency planning.
- Experience with ISO 27001 preferred but not required.
- Ability to work independently and in a team environment and interface with personnel at all levels within and outside the organization.
- Excellent organizational and communication skills, both written and verbal.
- Ability to manage competing workloads and demands in a fast-paced environment.
- Ability and willingness to take directions and learn new software and programs.
- A commitment to security and desire to be an active contributor in the success of the company and mission.
Education/Certification Requirements
- Bachelor's degree in a related field or equivalent experience and education required.
- FSO training and accreditation through the National Security Learning Center (NSLC) in compliance with NISPOM requirements, FSO for Non-Possessing Facilities
- ITPSO training and accreditation through the National Security Learning Center (NSLC) in compliance with NISPOM requirements
- Completion of the following certifications: Insider Threat Awareness, Identifying and Safeguarding Personally Identifiable Information, and Cybersecurity Awareness or Cybersecurity Challenge.
