PATH is seeking a qualified candidates for the proposal recruitment position of National Procurement Officer who will work for an anticipated multi-year project on One Health implementation in Cambodia.
Please note this position is contingent upon award to PATH and approval from the donor. Cambodian nationals are encouraged to apply.
The National Procurement officer is a full time mid to senior-level position that will report to the Deputy Project Director and will provide technical support for procurement activities planned over the five-year duration of the project. This consultant will need to be based full time in Cambodia, with local travels required and covered, as required for procurement activities and discussions with key stakeholders. This position will work closely with an International Procurement Consultant.

Key Responsibilities:
Project procurement packages, in collaboration with International Procurement Consultant
- Developing project-specific procurement manual with support from the International Procurement Officer to align project activities and procurements with donor and Royal Government of Cambodia regulations and with international procurement best practices.
- Developing TORs for relevant procurement packages ranging from 200,000 euros – 7.5 million euros in size, working closely with the International Procurement Officer (15 packages, for a total of approx. 31 million euros over 2-year period)
Procurement planning, reporting and supply chain within Cambodia
- Coordinate annual procurement planning with Deputy Project Director and project team
- Researching and evaluating prospective suppliers of relevant services in Cambodia.
- Consolidate categories for bulk purchase to attain quantity discounts, efficiency, and value for money
- Reviewing and approving products and services to be purchased within Cambodia
- Research, review, and troubleshoot regulatory and importation processes (logistics, receiving, storage) relating to domestic and international procurements into Cambodia.
- Maintain supplier relationships and manage supplier performance on key contracts
Project support
- Maintaining frequent communication with the Royal Government of Cambodia and donor on procurement process and during audit, while reporting to the Deputy Project Director.
- Working closely with project Finance and Contract Officer(s) on management of project budget, cost-analysis plan, and procurement processes for PIC.
- Mentor project logistics staff as needed
- Identifying and mitigating risks to program procurement, implementation and success.
Key Deliverables:
- Procurement Manual for the project
- TORs for anticipated 15 procurement packages over 2-year period for a total of approx. 31 million euros
- Annual procurement planning report (5)
- Quarterly procurement summary report submitted to Deputy Project Director
- Final summary report
Required Skills and Experience:
- Advanced degree in procurement processes, supply chain management, or business or legal studies with a focus on public contracting and procurement.
- At least 10 years’ experience implementing procurement/purchasing management, logistics, administration in Cambodia or other developing countries.
- Excellent communication, negotiation, and presentation skills, with the ability to engage diverse stakeholders.
- Working experience in Cambodia a requirement.
- Familiarity with procurement regulations in Cambodia a plus.
- Fluency in Khmer and English required.
- Proficiency in MS Office applications (Word, Excel, PowerPoint and Outlook) required.
Location: Remote, with travel to and within Cambodia covered
