1) consideration of requests for the purchase of goods, works and services within the competence of the Division;
2) procurement and acquisitions of goods, works and services without the application of procurement Rules of goods, works and services, as well as way of request for quotation and from a single source by results of request of price offers;
3) timely maintenance and entry of information in the General Procurement Register of purchases for purchases under execution;
4) ensuring compliance with financial discipline for contractual obligations, by timely monitoring payments, as well as direct submission of requests for payment;
5) preparation of drafts of standard and non-standard procurement contracts, ensuring their approval and signing in a timely manner;
6) participation in the formation of information and reports on purchases of products, works and services;
7) interaction with procurement initiators when considering documents for the procurement of goods, works, services within the competence of the Division;
8) participation in the organization of seminars/trainings on the application of internal regulations in the field of procurement;
9) interaction with government agencies, customs brokers on customs clearance of goods;
10) preparation of draft letters on issues within the competence of the Division within the framework of its official duties;
11) negotiating and business correspondence with contractors on procurement;
12) performing the functions and duties of the senior Manager of the Division in the field of procurement for the period of his absence(up to one month). ;
13) timely and proper fulfillment of other orders of the Head of Division, General Manager and the University management within the framework of his/her responsibilities and powers.
14) timely and properly executes the tasks of the line manager and the University`s management;
15) is responsible for exercising the labor and performance discipline;
16) is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access in accordance with the legislation, Charter and internal documents of the Employer;
17) in case of dismissal, is responsible for timely transfer of all paper documentation, digital information, inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer).
