Position Title: Policy Analyst, Latin America and the Caribbean Fossil Fuel Methane

Reports to: Policy Manager, Latin America Methane Pollution Prevention

We also support policies and work directly with private industry to innovate in technology to make the path to zero emissions swift and affordable. With staff on four continents and operations on six, the Methane Pollution Prevention (MPP) team is leading the global effort to bend the curve on climate change in our lifetimes by combating the harmful effects of methane pollution, a potent greenhouse gas that is responsible for nearly half of the warming we are experiencing today. Our program includes extensive work in all the major methane sectors: energy, waste, and agriculture. As part of our ongoing efforts, we are seeking a highly motivated Policy Analyst with strong technical and analytical skills to join our global methane team.

ROLE

The role of the Latin America and the Caribbean (LAC) Fossil Fuel Methane Policy Analyst (LAC Policy Analyst) is to support the development of policies and advocacy that promotes methane reduction across the fossil fuel sector in LAC in partnership with CATF’s Methane Pollution Prevention (MPP) team and other programs operating in the region. The LAC Policy Analyst will support efforts to engage with regulators in the region to develop and implement strong methane mitigation policies, including the development of technical analysis and reports to support such actions.

The LAC Policy Analyst will also work closely with government stakeholders in the development of methane emission estimates and mitigation plans to support policy efforts. In addition, they will collaborate with allied NGO, industry, academia, and government-based stakeholders to advance methane mitigation. The LAC Policy Analyst will cultivate and nurture opportunities in Latin America through extensive networking with key stakeholders. Furthermore, the LAC Policy Analyst will support the planning and execution of outreach campaigns and capacity strengthening workshops.

Key Functions and Responsibilities:

Policy Analysis, Development, and Assessment

  • Possess and gain familiarity with technical, economic, market, and policy issues related to fossil fuel methane and its mitigation.
  • Conduct policy research and analysis to support the development of new or updated methane policies that are effective and appropriate for the relevant governmental jurisdiction.
  • Draft and present regulatory comments as part of the policy assessment process.
  • Support regulators in the implementation of methane mitigation policies.
  • Assess the policy and political efficacy of existing or new policy proposals developed externally to CATF.

Technical Analysis, Writing, and Communication

  • Directly undertake and support analysis related to methane policy assessment and advocacy. This would include the development of technical analysis on best practices and implementation of CATF’s Country Methane Abatement Tool (CoMAT) for countries in the region and Marginal Abatement Cost Curve (MACC) analysis, among others.
  • Write and contribute to blog posts, technical and/or policy reports, white papers, fact sheets and other forms of content.
  • Synthesize highly technical documents, complex datasets and discussions into various forms of communications including presentations and talking points.

Advocacy and Capacity Strengthening

  • Support the development and execution of strategies relating to advocacy for MPP policy objectives. This will include planning and leading direct communications with public officials, as well as creating and leveraging networks of relevant stakeholders from civil society/NGOs, industry, academia, and other experts.
  • Support the development and execution of capacity strengthening activities such as webinars, trainings, and workshops on fossil fuel methane for relevant stakeholders from government, civil society/NGOs, industry, academia, and others.

Stakeholder Engagement and Partnerships

  • Support and strengthen existing relationships with National and Subnational government agencies and other key stakeholders throughout LAC.
  • Work directly with other NGOs and coalitions to support methane reduction efforts across the sector and region. Help to define and execute CATF’s strategies with partnerships.
  • Represent CATF in public forums, meetings, conferences, and workshops.
  • Collaborate with other internal teams within CATF to ensure timely information sharing, alignment and support of regional goals.

Operational Support

  • Support project management across the LAC policy area within the Methane Pollution Prevention team. Help identify key learnings and best practices from LAC that can be shared with MPP technical teams in other regions.

Skills/Qualifications:

  • · Education/Experience
    • BSc/BA is required; MSc/MA or other advanced degree is preferred
  • 2+ years of relevant professional work experience in/with the fossil fuels industry
  • 2+ years of experience in methane, greenhouse gas, energy or environmental research, including data analysis and policy advocacy.
  • Knowledge of LAC energy and climate policies
  • Knowledge of LAC institutions and legislative systems

Preferred Expertise:

  • Native Spanish speaker with English proficiency (C2 level; per the CEFR international standard)
  • Proven experience in climate policy design
  • Experience working in NGO coalitions or supporting partnerships
  • Successful lobbying and environmental advocacy experience

This position requires the ability to travel internationally several times per year, depending on project needs.

Compensation and Location:

This is a full-time, remote position, with location flexible within Latin America and the Caribbean or the United States. CATF offers an excellent benefits package (U.S. details available on our careers page) and for candidates based in the United States, the expected annual salary range for this role is $96,575 – $115,000, depending on experience and qualifications.

For candidates outside the U.S., compensation will be determined based on local market benchmarks and cost-of-living considerations in their respective countries. We benchmark international salaries using reputable market data and align compensation with local cost-of-living and legal standards.

Candidates must be authorized to work in their country of residence.

This position is grant funded and will be on a one-year contract, eligible for renewal based on future grant funding.
