Position Summary
The Sr. Director, Human Resources Operations & Compliance is a strategic leader responsible for overseeing the daily operations of the HR function. This role involves developing and implementing HR policies, programs, benefits, systems and tools that are compliant and align with the company’s goals and objectives. It is their responsibility to focus on how HR services are delivered, as well as the design, development, and implementation with a key focus to drive efficiency, effectiveness, cost and compliance for all HR services. This position will be responsible for the processes and teams including payroll, benefits delivery, onboarding & offboarding, compliance, recordkeeping, reporting, etc. This position reports to the Chief HR Officer, US.
Key Responsibilities
• Identify and implement process improvements across the US employee lifecycle, from onboarding to offboarding
• Build and manage dashboards, reporting frameworks, and data pipelines to support people analytics and business insights
• Partner with global stakeholders across People, Finance, and IT to ensure alignment on tools, workflows, and data governance
• Lead or support key People initiatives such as compensation cycles, org changes, and compliance reporting
• Stay current on People/HR technology trends, specifically in Artificial Intelligence (AI), and recommend tools or enhancements that support efficiency, growth and employee experience
• Partner effectively with Global Human Resources partners and processes, data management and US compliance.
• Build an efficient, collaborative, service-minded HR Operations team.
Directly accountable for the following areas of US Human Resources:
- Maintain and update the Employee Handbook, HR policies, regulatory postings, employment documentation, and Code of Conduct (in partnership with Compliance) to reflect legal changes, organizational values, and industry best practice.
- Ensure full compliance with all federal, state, and local employment laws and regulations (FMLA, CFRA, ADA, ACA, COBRA, wage and hour, EEOC, OSHA, etc.)
- Ensure effective management of employee records, data privacy, and secure documentation practices across the business areas
- Partner with Global Human Resources to ensure data integrity for US HRIS Data Management (SAP SuccessFactors)
- Payroll (pay, time & attendance, tax, reporting, internal controls)
- Build and effectively operate an HR employee service line to quickly and efficiently answer employee questions
- Ensure HR policies, procedure and other relevant employee information is easily accessible via the company intranet

Basic Qualifications
• Bachelor’s degree in organizational management, business, life sciences or related field
• 12 or more years of experience in human resources
• Expert knowledge of HR operations including legal/regulatory, on-boarding, off-boarding, talent acquisition, contingent workforce, employment documentation, personnel file management, HRIS systems, benefits, leaves of absence, workers compensation, safety, etc.
• In-depth understanding of payroll practices.
• Experience creating and/or improving employment policies.
• Experience assessing, selecting, on-boarding and managing a suite of HR vendors.
• Experience with negotiating complex contracts for the best company outcomes.
• In-depth experience leading complex Human Resources transformation projects, including developing, leading, stakeholder management and communication.
• Leadership Abilities: Proven ability to lead and manage diverse teams, with excellent interpersonal and communication skills.
• Ability to communicate clearly both oral and written.
• Proven ability to manage consultants, vendors and contracts.
• Excellent communication, presentation, and organizational skills.
• Empathetic and collaborative team player with a proactive, solutions-oriented mindset.
• Strong business acumen, with the ability to employee needs with organizational goals.
• Ability to travel approximately 10-15% of the time.
Preferred Qualifications
• Master’s Degree, Juris Doctorate or similar advanced technical degree preferred.
• Human Resources experience within the biotech/pharma industry.
• Experience managing a California employee population.
• Experience with SAP SuccessFactors and ADP
• Experience managing PEO
Base Salary: $225,000 - $275,000
At Dompe, we offer an attractive compensation package to our team members. Any offer would include a competitive base salary (estimate shared above), incentive bonus, and benefits package customary to the position. Actual individual pay is determined based on experience, qualifications, geographic location, and other job-related factors permitted by law.
