RIVA Solutions is seeking a skilled and experienced Development Team Lead to support the United States Patent and Trademark Office (USPTO) under the OCIO’s Collaborative Services Division (CSD). This individual will be responsible for overseeing agile technical operations and development activities in a product-centric delivery model across a complex digital modernization portfolio.
Key Responsibilities Include:
Lead and coordinate daily development operations within a high-performing DevSecOps environment supporting enterprise applications.
Ensure delivery of high-quality software enhancements, system integrations, and ongoing platform modernization in support of CMS-driven websites (Drupal 10+).
Oversee a cross-functional team of developers, infrastructure engineers, and testers supporting Internet and Intranet modernization efforts.
Collaborate with Product Owners, government Scrum Masters, Tech Leads, and stakeholders to align priorities and manage team capacity.
Apply agile best practices and maintain sprint cadence in coordination with USPTO-defined processes.
Monitor workload, assign tasks, track progress, and manage risks across a portfolio valued at over $10M.
Drive continuous improvement in technical performance, team collaboration, and DevSecOps maturity.
Support infrastructure optimization through AWS-based cloud solutions, including autoscaling, CI/CD pipelines, and configuration management.
Ensure adherence to Section 508 compliance, NIST RMF security protocols, and other federal mandates.
Minimum Requirements:
Bachelor’s Degree in Computer Science, Engineering, Information Systems, or related field.
Minimum 6+ years of experience managing technical operations and maintenance efforts of similar size, complexity, and scope.
Demonstrated experience in agile software delivery supporting enterprise-scale digital portfolios over $10M in value.
Strong familiarity with CMS platforms (Drupal preferred), AWS cloud environments, and DevSecOps principles.
Certified ScrumMaster (CSM) [Required] — must demonstrate strong understanding of agile delivery processes.
Experience working in product-centric, agile teams within federal environments.
Excellent interpersonal, organizational, and communication skills.
Preferred Skills and Experience:
Prior experience supporting USPTO or other Department of Commerce initiatives.
Proficiency with tools such as GitLab, Jira, Terraform, and CI/CD pipelines.
Understanding of federal compliance standards (FISMA, FedRAMP, Section 508).
