Job Description And Duties

Join DTSC as Program Analyst and be part of a dynamic team dedicated to protecting California’s communities and environment from toxic harm and restoring contaminated land. As an Associate Governmental Program Analyst you will have the opportunity to:

  • Utilize various databases (i.e., EnviroStor and Daily Log, Cost Recovery Billing System, etc.), research and provide analysis to the Project Manager (PM) and management with correct, up-to-date, and easy to understand information regarding cost recovery methods and status
  • Monitor and track resources to ensure they stay within budget and are reimbursed and make recommendations to correct/avoid budget over-runs
  • Monitor and track DTSC’s costs throughout the life of the project, providing weekly/monthly updates to the PM, the PM’s supervisor, and Branch Chief; support billing efforts and prepares response to cost disputes by conducting cost analysis and preparing detailed documentation, i.e., daily log reports, receipts, Cost Detail reports, etc., and administratively close out sites when the work is completed and before statute of--limitations dates to avoid financial loss of reimbursable costs incurred by the State for site cleanup activities
  • Confirm that contracts, agreements, and orders are in-place and researches and prepares supporting documentation when necessary
  • Review, prepare and/or update cost estimates to ensure adequate financial assurance mechanisms are in place for the selected remedy and long-term operation and maintenance
  • Issue cost estimates timely and monitor spending against those cost estimates to avoid cost over-runs/expenditures

Desirable Qualifications We Look For:

  • Experience in contract management and analysis
  • Experience in coordinating administrative tasks
  • Experience with data analysis and interpretation
  • Proficient in Microsoft Excel.
  • Familiarity with state processes including budgeting and administrative functions
