Job description

This work entails defining the key milestones, timeframes, resources and funding levels necessary to meet the enterprise strategic data acquisition, architecture, and management needs of UCDH. The Director will define resource requirements and lead the implementation of a staffing model necessary to execute on both tactical and strategic needs in the most efficient and productive manner.


Department Overview

The Data COE supports UCDH's goal of becoming a world leader in data and analytics, driving clinical, operational, research, and academic excellence. It enables a learning healthcare system through the creation of reusable enterprise data assets and fosters collaborative partnerships between data users and UCDH IT.


The Data COE focuses on three core areas of excellence

  • Data Provisioning Core (DPC): Deliver the right data to the right people, at the right time, in the right format, ensuring efficient access for computation, presentation, and analysis.
  • Health Computing Core (HC2): Provide secure, sophisticated, and user-friendly computing environments for data storage and analysis.
  • Health Analytics Core (HAC): Develop and implement mission-critical analytics solutions for strategic enterprise initiatives.


By integrating clinical, financial, and operational data, the Data COE empowers clinicians, faculty, and staff to leverage UC Davis Health's rich electronic health records. It transforms raw EMR data into curated insights, supporting both real-time patient care decisions and deeper population health analyses to drive efficiency and improve outcomes.


Key Responsibilities

Information Technology Department Leadership (30%)

  • Define and implement the vision, strategy, and roadmap for data architecture and management, ensuring alignment with institutional goals. Establish governance frameworks, policies, and standards for data security, access, and compliance.
  • Lead and oversee the Acquisition and Architecture Team’s daily operations, managing staff, projects, budgets, and performance expectations. Ensure production applications are maintained to meet customer needs and that functional department priorities are addressed through feasibility studies and system design. Develop departmental strategies for handling production incidents, service requests, and operational tasks while fostering clear communication and engagement through regular meetings. Manage with autonomy, evaluate direct reports, and ensure timely performance reviews.

Information Technology Division Leadership (20%)

  • Actively contribute to IT leadership, partnering with managers to address division-wide challenges and advise senior management on complex issues, negotiations, and strategic decisions. Lead the design and evolution of enterprise data architecture, ensuring scalable, interoperable solutions that support both structured and unstructured data needs.
  • Implement strategic policies, drive innovation, and support UCDHS and IT division goals. Maintain a broad IT perspective that aligns with the Health System’s mission, participating in senior IT leadership meetings and contributing to divisional strategy. Oversee major projects, process improvements, and budget activities, fostering collaboration and continuous improvement across IT teams.

Data Management and Engineering Operations (15%)

  • Oversee the development, maintenance, and optimization of data pipelines, ETL processes, and integration solutions to ensure high availability and performance for research and clinical operations. Lead and coordinate IT Health Research, Data Management, and Analytics projects, including system enhancements, deployments, upgrades, and integrations.
  • Ensure transparency in decision-making, align team efforts with the Health System's mission, and keep staff informed of organizational priorities. Hold staff accountable for project documentation, system requirements, and budget planning while ensuring collaboration with IT and security teams. Manage vendor relationships, enforce contract compliance, and provide high-quality executive-level project updates, including budget analysis and financial oversight.
