ORGANIZATIONAL UNIT

 

The Telecommunication Standardization Bureau (TSB) fulfills the objectives of the Union relating to telecommunication standardization, by providing secretariat support to groups studying technical, operating and tariff questions and facilitating the adoption of Recommendations in these areas with a view to standardizing telecommunications and information technology on a global basis. In order to achieve these objectives, the Telecommunication Standardization Bureau works in accordance with the instructions of the World Telecommunication Standardization Assemblies (WTSA), Telecommunication Standardization Study Groups and the Telecommunication Standardization Advisory Group. TSB, headed by an elected Director, provides the technical, administrative and logistic support for the assemblies and for the meetings of the groups mentioned.

 

The Operations and Planning Department (OPD), is responsible for coordinating and planning support for the activities of the Telecommunication Standardization Sector. It does this through managing the Bureau's activities for organization and planning of assemblies and logistical support to meetings. The Department oversees document processing and provides IT services and solutions for electronic working methods and the development of ITU-T databases. The Department also provides administrative and secretarial support for intellectual property matters and manages the technical editing and final production of ITU-T recommendations and publications as well as ISO/IEC common texts.  The Department collaborates closely with the Departments of the General Secretariat and the Bureaux which are responsible for providing support services.

BACKGROUND INFORMATION

The purpose of this consultancy is to increase TSB’s ability to provide useful statistics to our users. The goal is to ensure their accuracy, to ensure they are up to date, and to be able to improve them quickly whenever necessary.

TERMS OF REFERENCE

Under the direction of the Head of IT Support and Operations Unit, the Business Intelligence consultant will:

  • Improve the TSB Power BI live report capabilities.
  • Ensure that data sources are live.
  • Find data in slow sources and migrate it to faster ones. For instance, we sometimes store data in large CSV files on SharePoint. They could go to a SQL Server database instead.
  • Identify and decrease dependency on Power BI Gateway.
  • Set up data pre-processing and reduce Power BI data transformation complexity, for instance by defining database views or by writing bespoke transformation software.
  • Identify and remove duplicate reports.
  • Fix and update reports, improve them and create new ones to implement new requirements.
  • Evaluate SQL Server in Azure, its performance, ease of use, and cost to load data and query it from Power BI. Implement synchronisation and migration mechanisms from the on-premises SQL Server.

COMPETENCIES
  • Outstanding knowledge of Power BI..
  • Proficiency in setting up, feeding and querying various data sources such as databases, spreadsheets, XML, JSON, filesystems, REST APIs.
  • Proficiency in the use of Power BI supported formula languages, e.g. Data Analysis Expressions (DAX) and M.
  • Effective skills in writing software to extract, transform and load data.
QUALIFICATIONS REQUIRED

 

Education:

University degree in the field of technical or scientific studies OR education in a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree. An advanced degree would be an advantage.

 

Experience:

At least one (1) year of progressively responsible experience in business intelligence engineering.

 

Languages:

Knowledge of English at advanced level. Knowledge of a second official language of the Union (Arabic, Chinese, French, Russian, Spanish) would be an advantage.

REMUNERATION INFORMATION

CHF 4 000.- per month.

ADDITIONAL INFORMATION

Ability to come to ITU headquarters for meetings when necessary.
