In this position as a Manager of Data Architecture and Engineering, you play a pivotal role in the alignment of the business vision, technology/data strategy and lead the development of data platforms, data products, and analytics platforms in UHH. You will be responsible for defining overall database structure, data models, and right technology stack for the digital health data & analytics platform. You will work closely with IT, Analytics engineering, and reporting teams. We are a fast-growing team and are looking for someone who is a builder and problem solver. You will be responsible for designing and implementing robust data solutions that meet our business objectives while ensuring compliance with industry-leading data privacy standards. You will collaborate closely with cross-functional teams to drive data architecture decisions, implement best practices, and contribute to the success of our projects.

 

ESSENTIAL JOB FUNCTIONS AND DUTIES

 

Supervisory

  • Manages the Data Engineering team to support analytic engineering responsibilities and projects for the Fund’s Aurora plan groups
  • Assures accuracy and quality of engineering deliverables, champions process improvements and automation leveraging support from Data Quality as needed
  • Mentors staff, helps train and educate business partners, and fosters collaboration
  • Advocates to secure the technologies and IT support needed to maximize productivity and solve for data-related obstacles the team encounters
  • Sets goals and achieves measurable results

 

Operational

  • Build and lead teams with a culture of creativity, collaboration, speed, innovation, and excellence in the data engineering organization.
  • Lead the architecture design of a reusable and modular data & analytics platform building upon Aurora’s IT architecture that enables efficient, consistent, automated value generation from data.
  • Design the end-to-end data flow, data pipelines that consist of ingesting and processing data from various source systems (eg. digital products, enterprise data systems), database structure, detailed data models and schemas, data integration strategy and approaches, and database optimization.
  • Collaborate with the Analytics team to translate user needs into technical data requirements and work with the data engineering team to deliver data products.
  • Develop and implement data standards, best practices, and technologies for data governance, management, and quality assurance.
  • Ensure compliance with regulatory requirements such as HITRUST, HIPAA, GDPR, ISO, SOC-II, etc.
  • Manage relationships with third-party technology vendors and data providers to ensure data quality, accuracy, and security.
  • Provide expertise in data architecture, design, development, and operations, and recommend emerging technologies in data management.
  • Design strategies for high availability, disaster recovery, and backup, and maintain solutions for data modeling, ETL/API, data analytics, and metadata management.
  • Implement practices to ensure data accuracy, validity, consistency, usability, and quality, and maintain technologies for configuration, change, and release management.
  • Design and implement scalable data architectures leveraging modern cloud platforms, and select appropriate data storage, processing, and querying technologies.
  • Stay current with industry data privacy regulations and standards, design and implement security measures, and work closely with cross-functional teams to translate requirements into effective data solutions.
  • Strong knowledge of data manipulation languages such as Spark, Scala, Impala, Hive SQL, Apache Nifi and Kafka necessary to build and maintain complex queries, streaming and real-time data pipelines.
  • Enable automation and improvements in data operations and support functions.
  • Design and implement scalable, high-performance data architectures leveraging modern cloud platforms (e.g., AWS, Azure, GCP).

ESSENTIAL QUALIFICATIONS

  • 7-10 years of relevant experience in data architecture, management, integration, and governance, with 5+ years of technical leadership in a data architect role.
  • Demonstrated experience in leading the design and development of large-scale and highly reliable cloud-based data platform solutions.
  • 5+ years of experience in designing both ETL/ELT for batch processing and data streaming architectures for real-time or near real-time data ingestion and processing.
  • 5+ years of hands-on experience database technologies (e.g., SQLServer, Oracle, PostgreSQL, etc.) and data warehouses (e.g., Redshift, Databricks, Azure Data Factory, or Snowflake), as well as cloud-based data engineering technologies (e.g., Kafka, PubSub, Apache Airflow, Glue, dbt, Fivetran)
  • Expert in building out clinical data models, data warehouses, designing of data lakes for enterprise (and product use).
  • Experience in data privacy and data security-related regulatory requirements, such as HIPAA, GDPR, CCPA, and related security frameworks (e.g., ISO, NIST, HITRUST, SOC II).
  • Experience in administering Data Management and Data Governance tools, solutions, and processes.
  • Experience in clinical standards/ontologies including ICD10/SNOMED/NDC/LOINC/Rx Norm.
  • Experience building out enterprise master data management services (e.g. MPID generation, de-identification processes, tokenization)
  • Experience in release management and automated CI/CD processes, from development release through production deployment.
  • Experience with data architecture, data lakehouse, and data modeling; within the healthcare sector preferred.
  • Exceptional critical thinking, communication, analytical, conceptual, and problem-solving skills
  • Familiarity with designing and building APIs, ETL and API based data ingestion processes and utilization of tools to support enterprise solutions.
  • Experience doing development work involving medical claims, pharmacy claims, and eligibility data.
  • Conceptual understanding of healthcare benefit administration (experience with Healthcare EDI transactions (837, 835, etc.) and/or Lab Data strongly preferred
  • Bachelor’s degree in Computer Science or related field or equivalent work experience

 

 

Salary range for this position: Salary $124,900 - $156,200. Actual base salary may vary based upon, but not limited to: relevant experience, qualifications, expertise, certifications, licenses, education or equivalent work experience, time in role, peer and market data, prior performance, business sector, and geographic location.

 

Work Schedule (may vary to meet business needs): Monday~Friday, 7.5 hours per day (37.5 hours per week) as a remote working opportunity.
