Project Manager – Child Support System Modernization Location:Remote Salary:$110-170k Sabot Consulting is seeking a highly experienced and detail-oriented Project Manager to lead the modernization of a Statewide Child Support Services System. The ideal candidate will manage the day-to-day operations of the project, coordinate with various stakeholders, and ensure all project deliverables are met within resource estimates. This role requires strong project management skills, proficiency in federal and state regulations, and the ability to lead cross-functional teams.
Responsibilities:
Lead and coordinate all aspects of project execution across all seven deliverables.
Develop and maintain the Master Project Schedule using Microsoft Project.
Oversee project planning, schedule adherence, and stakeholder engagement.
Ensure quality control of major deliverables including the Feasibility Study, DDI RFP, and IAPD.
Serve as liaison between project stakeholders, client, and vendor team.
Support risk identification, tracking, and mitigation (Deliverable 7).
Support drafting and revision of high-impact documents requiring approval.
Coordinate input and responses for federal and state review cycles.
Develop and maintain detailed Work Breakdown Structures and Project Schedule.
Conduct weekly and monthly project status meetings and provide updated agendas, minutes, and action items.
Develop and submit Monthly Project Status Reports consistent with SIMM 45.
Manage risk and issue management processes and plans.
Develop and maintain a Stakeholder Management Plan and RACI Matrix.
Support the development and management of Special Project Reports, Budget Change Proposals, and Financial Analysis Worksheets.
Manage data migration, data cleansing, and data validation activities.
Support Organizational Change Management activities.
Ensure good working relationships within the project team, system integrator team, and business contacts.
Conduct research and develop reports as requested.
Track and report on project progress.
Coordinate project work of Consultants with State staff.
Develop and conduct monthly and as requested project briefings.
Develop and maintain detailed Work Breakdown Structures and Project Schedule.
Must Have:
Bachelor's degree from an accredited university. Additional qualifying experience may be substituted for the bachelor’s degree on a year-for-year basis.
Current Project Management Professional (PMP) certification issued by the Project Management Institute (PMI).
A minimum of ten (10) years in large-scale public sector IT project management.
Experience leading federally funded initiatives subject to OCSS or CMS oversight.
7 years of broad, extensive, and increasingly responsible experience applying project management principles, methods, techniques, and tools.
4 years of experience as a Senior Project Manager of one or more large or complex IT projects.
7 years of broad and extensive project management experience managing IT programs or projects.
7 years of team building, knowledge transfer, and mentoring experience.
7 years of experience leading and facilitating project meetings.
7 years of experience in schedule management utilizing Microsoft Project, risk and issue management, stakeholder management, scope and change management, and business process review and gap analysis.
Strong communication and stakeholder coordination capabilities.
Nice To Have:
Familiarity with Medicaid, IV-D systems, or health/human services transformation.
Masters or Doctorate degree in a relevant technical specialty, such as computer science, management information systems, computer engineering, or software engineering from an accredited university.
Current Advanced Certified Scrum Master (ACSM) or Certified Scrum Professional (CSP) certification issued by the Scrum Alliance or the SAFe Advanced Scrum Master (ASM) certification issued by SAFe.
