ActioNet has an immediate opening for a strategic and mission-focused USMC Portfolio Manager to lead the Program Management Office (PMO), overseeing daily operations and driving strategic growth for a high-visibility defense contract. This Director-level, full-time remote role (with up to 20% travel) requires an Active Secret clearance (TS eligible preferred) and serves as a key link between operational delivery, customer satisfaction, and business development for the United States Marine Corps portfolio.

Key Responsibilities

Program Leadership & Execution

  • Oversee all aspects of USMC PMO operations including project execution, schedule performance, risk management, and contract compliance.
  • Serve as the transition and execution manager for newly awarded contracts and task orders.
  • Lead integrated project teams across disciplines, ensuring high-quality deliverables on-time and within budget.

Customer Engagement & Stakeholder Management

  • Act as the primary interface with USMC Contracting Officer Representatives (CORs), government Program Managers, and stakeholder organizations.
  • Lead recurring customer meetings, technical working groups, and strategic planning sessions to maintain alignment, surface risks, and build trusted partnerships.
  • Represent ActioNet in program reviews, audits, and executive briefings.

Financial Oversight & Spend Plan Management

  • Develop and manage detailed spend plans aligned with contract funding profiles and mission priorities.
  • Track and analyze burn rates, proactively identify underruns/overruns, and coordinate reallocation with finance and contracts.
  • Maintain financial health across a portfolio exceeding $50 million in value.

Workforce Matrixing & Resource Optimization

  • Direct cross-functional staffing across multiple task orders, aligning personnel capabilities with mission needs and preparing for surge operations or shifting priorities.
  • Coach, mentor, and lead project managers, ensuring consistent execution of PM best practices.

Strategic Growth & Portfolio Integration

  • Align program activities with ActioNet’s broader corporate strategy through close coordination with BD, capture, and executive leadership.
  • Translate operational insights into actionable input for proposals and future capture efforts.
  • Identify and pursue business growth opportunities within the program scope, strengthening client satisfaction and increasing task order award likelihood.

Required Qualifications

  • Minimum of 8 years’ experience in program/project management, including leading large IDIQs or defense programs.
  • Proven success managing complex, multi-site teams with portfolios exceeding $50 million and no budget overruns.
  • Demonstrated experience in project scheduling, cost management, and customer reporting (e.g., CDRLs).
  • Strong technical background in IT Infrastructure, Information Assurance, Networking, or Systems Integration.
  • Experience leading project start-up activities and managing PMO frameworks.
  • Active Secret clearance required; TS eligibility preferred.
  • PMP or PgMP certification.
  • Bachelor’s degree in Business, IT, Engineering, or related field.

Preferred Qualifications

  • Recent (within 2 of the last 5 years) experience with USMC or DoD clients.
  • Experience with Agile methodologies and systems engineering lifecycle.
  • Knowledge of cloud computing, network architecture, and data protection regulations.
  • Exceptional leadership and coaching skills.
  • Secret or higher DoD clearance.
