PROJECT DIRECTOR, Grants Management
ICF seeks a motivated and experienced Project Director to manage a large government contract that provides federal grants financial management training and technical assistance (TTA) services. In this role, you will support U.S. grantees to build financial management capacity and infrastructure to improve financial management of federal awards.
This position is REMOTE, candidate must live in the DMV area.
This position requires obtaining a Public Trust Clearance PRIOR to start date.
What You Will Do
- Lead national training and technical assistance project focused on building grants financial management capacity for federal grantees.
- Building and maintaining a trusted advisor relationship with federal clients, shaping a team culture of excellence, providing prompt, comprehensive responses to all client needs and requests, and participating in business development efforts.
- Provide visionary, strategic, and practical leadership and direction for delivery of forward-leaning, results-driven training and technical assistance (TTA) services.
- Ensure project quality, including staff performance, reports, and deliverables, supervise and coach all team members, monitor staff utilization, and conduct annual performance reviews.
- Coordinate TTA needs assessments, creation of customized plans based on those needs, delivery of prompt, responsive, and high-quality, and effective TTA products and services that are responsive to those needs.
- Perform other duties assigned, consistent with the specifications for this position.
Your minimum qualifications
- Bachelor’s degree in accounting, public policy or administration, victim advocacy, criminal justice, business administration, or a closely related field
- A minimum of 10 years of experience in managing projects.
- A minimum of 5 years of experience managing a project that spans a nationwide effort
- US citizenship required by federal government contract
- This position requires a Public Trust security clearance. Applicants will be subject to government security investigation to obtain clearance prior to the start date.
Additional Skills/Qualifications We Expect You To Have
- Knowledge of social science research and evidence-based programs and practices.
- Experience delivering either training or technical assistance on a national level.
- Knowledge of federal grants financial management statutes, regulations and policy.
- This position requires a deep understanding of the Native American/Alaska Native Tribal Governments, Communities, Cultures, and experience working with Tribal Leaders. Applicants must have experience as an advocate for AI/AN issues.
- Ability to multi-task in a fast-paced environment, handle multiple priorities, provide a high attention to detail, and respond to challenges with a high degree of adaptability with comfort in establishing new directions and managing and adapting to change.
- Advanced communication, writing, and interpersonal skills, including the ability to work successfully in teams.
- Demonstrated ability to foster partnership with multiple internal and external partners to help plan work, develop capacity, and ensure timely and effective project delivery.
- Excellent verbal, interpersonal, and written communication skills with the ability to engage audiences and communicate effectively in a virtual space.
- Adaptable team player with the ability to frequently change priorities in a fast-paced environment.
- Demonstrated an outstanding level of professionalism in providing client support, including the ability to exercise good judgment, discretion, tact, and diplomacy.
Preferred Skills/Qualifications
- PMP certification from the Project Management Institute.
- Advanced Degree (MA, MS) in accounting, public policy or administration, victim advocacy, criminal justice, business administration, or a closely related field.
- Experience with EPA Assistance Programs.
- Experience with federal consulting and business processes.
- Experience working with states, territories, and tribes providing national training and technical assistance.
- Experience leading a geographically dispersed team and providing oversight for multi-faceted TTA work.
- Experience managing a multi-million-dollar project budget and providing responsible stewardship for all project resources, including invoicing and routine program and fiscal reporting.
- Ability to work collaboratively across TTA providers, the government client, subject matter experts, project partners, vendors, and internal staff.
- Sound business ethics, including the protection of proprietary and confidential information.
- Problem-solving skills with the ability to analyze situations, identify existing or potential problems, and recommend solutions.
- High-quality management skills with attention to detail.
- Effective time-management skills with emphasis on quality and timely completion of tasks.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$118,730.00 - $201,840.00
