Job description

The GIS Project Manager is responsible for leading client-facing GIS projects that support public safety and NG911 initiatives. This role manages project scope, timeline, and budget while ensuring high-quality deliverables and clear communication with stakeholders. Serving as the primary point of contact for clients, the GIS Project Manager coordinates internal teams and external partners to meet project goals. Success in this role requires strong project management skills, a solid understanding of GIS in the context of public safety, and alignment with the organization’s core values of Persistence, Integrity, Trust, Accountability, and Prudence.

Duties And Responsibilities

  • Lead the planning and execution of GIS projects with a focus on public safety and NG911 initiatives.
  • Engage with public sector clients at local, county, state, and federal levels to assess needs and deliver solutions.
  • Develop and manage project plans, including scope, schedule, resource allocation, and deliverables.
  • Coordinate and lead internal project teams and subcontractors; conduct regular status meetings and maintain stakeholder communications.
  • Oversee GIS data development, integration, and quality assurance tasks to ensure consistent, high-quality deliverables.
  • Develop, write, and present technical documentation, project deliverables, and executive briefings.
  • Identify and address project risks, dependencies, and roadblocks proactively.
  • Maintain strong, trusted relationships with clients, managing expectations and ensuring satisfaction.
  • Support the development of proposals, scopes of work, and statements of work for new and existing clients.
  • Remain informed of industry trends, NG911 developments, NENA standards, and emerging GIS technologies relevant to public safety.

Supervisory Responsibilities

  • This role has indirect supervisory responsibilities related to project execution and team coordination.
  • May lead project teams of up to 10 individuals, including GIS analysts, consultants, and subcontractors.

Qualifications

  • Bachelor’s degree in Geographic Information Systems (GIS), Geography, Public Safety Technology, or a related field.
  • Minimum 5 years of experience managing GIS projects, with a strong preference for public safety or NG911-related experience.
  • Broad knowledge of GIS concepts, relational databases, application and automation scripting, and principles, practices, and methods used in spatial data analysis.
  • Demonstrated expertise with Esri GIS platforms including ArcGIS Pro, Enterprise, and associated tools.
  • Proven experience managing projects within scope, schedule, and budget constraints.
  • Familiarity with NENA standards, NG911 data workflows, and GIS data quality assurance practices.
  • Strong verbal and written communication skills with the ability to lead meetings, present to stakeholders, and write technical documentation.
  • Proficiency in project management tools such as MS Project, Smartsheet, or Deltek Vantagepoint is preferred.
  • Valid driver’s license and ability to travel up to 50% to client sites and MCP locations.
  • GISP, PMP, ENP certifications highly desirable
