About the SPRUCE IDIQ:
The SPRUCE IDIQ is a $2.4 billion contract vehicle awarded by the Department of Veterans Affairs to acquire digital products and services that facilitate better user experiences. It encompasses five technical functional areas: software development and operations, technical advising and architecture planning, service design and user research studies, data science and analytics, and product support operations.
What You’ll Be Doing:
As a Senior Accessibility Specialist, you would join Bixal and partners in supporting the VA and its digital platforms, contributing to supporting Veterans, including those with disabilities. You would be ensuring equitable access to Veteran benefits across web, mobile, and legacy platforms through the implementation of accessibility standards. You'll be the subject matter expert on a cross-functional team focused on enhancing shared components, digital products, and the Veteran user experience. You will collaborate closely with designers, engineers, content strategists, and federal partners to integrate accessibility considerations throughout the development process.
This is a full-time position contingent on contract award by our client, with a defined performance period of up to one year, with the possibility of multiple one-year extensions. ResponsibilitiesConduct comprehensive accessibility evaluations of web and mobile experiences using both automated tools and manual testing methods (e.g., screen readers, keyboard-only navigation). Collaborate with designers and developers to identify and address accessibility issues across digital products, components, and workflows. Lead accessibility reviews in accordance with the VA’s Collaboration Cycle, providing guidance on design patterns, front-end components, and content structures. Offer ongoing training and support to team members on WCAG 2.2, Section 508, and best practices in accessible design. Develop and maintain documentation on accessibility guidelines, testing procedures, and remediation strategies. Incorporate accessibility considerations into service blueprints and information architecture documentation. Assist in evaluating and phasing out legacy experiences, ensuring accessibility compliance during the transition to new platforms. Other relevant duties as qualified and trained to perform. QualificationsBachelor's degree in a relevant field, plus at least four (4) years of related experience, or equivalent combination of education and experience. Certification in accessibility, such as Certified Professional in Accessibility Core Competencies (CPACC), Certified Professional of Web Accessibility (WAS), or Certified Professional in Web Accessibility (CPWA). At least two (2) years in an a11y focused role (not just 508 compliance) Expertise in WCAG 2.1/2.2, Section 508, and accessibility testing for both web and native mobile applications. Experience working in Agile environments with cross-functional teams. Familiarity with GitHub, Figma, and code review processes. Strong knowledge of accessibility testing tools (e.g., Axe DevTools, ANDI, WAVE). Ability to interpret and troubleshoot ARIA usage, semantic HTML, and CSS impact on accessibility. Clear, confident communicator who can advocate for accessibility without jargon or judgment. Strong collaboration skills with the demonstrated ability to explain technical accessibility findings to non-technical teammates. Proven attention to detail and organization—you're the person who catches the missing label or inconsistent heading structure. Demonstrated proactive mindset—you flag risks early and propose practical solutions. Must be able to obtain and maintain a Public Trust security clearance. Nice to haveExperience with VA.gov, government digital services, healthcare- or insurance-related platforms. Experience with design systems (VA Design System, USWDS) is a plus. Perks & Benefits:
