Job description

This is a remote position.

Position: Construction Manager
$63,750 to $106,250 annually DOE

Job Summary:
Manage, lead and coordinate contract labor for fiber optic construction projects and construction related systems
maintenance. Responsible for managing project capital budgets, project schedules and the safety and quality of work
performed.

Essential Duties and Responsibilities:
  • Oversee contract labor for construction and maintenance projects both aerial and underground.
  • Represent the interests of Wholesail Networks in a professional manner with governmental, municipal,
    vendors and related industry organizations.
  • Coordinate and work with municipalities and utility companies for all construction-related work in the right of way,
    including but not limited to pole transfers, system maintenance, pole inspection, relocation of plant and plant
    extensions.
  • Coordinate with engineers and developers in designing the plant; work closely with staff responsible for
    designing, drawing, and sketching installation and location of equipment such as nodes, amplifiers, power
    supplies and cables.
  • Prepare and complete material orders needed for planned construction projects.
  • Monitor contractor performance, ensuring adherence to terms and conditions of agreements and ensure all
    personnel and contractors are adhering to safety practices, local and state construction requirements, and
    codes.
  • Perform site inspections for quality control and safety.
  • Coordinate pole and Right-of-Way permitting and make-ready process.
  • Review and process damage claims, working closely with staff in developing capital projects and
    purchase requests for the construction contractors.
  • Review and approve As-built records and contractor invoicing.
  • Coordinate with Project Manager and Provisioning team to provide updates on project timelines,
    deliverables, budget, etc.
  • Report to leadership on capital and expense budget variances on a quarterly basis or as requested by Director,
    Operations or CEO/CTO.
  • Analyze OSP trouble tickets and outages to aid in network stability and customer satisfaction.
  • Provide after-hours customer support as needed.
  • Participate in local on-call schedule rotation.
  • Perform other duties as required to support the business and evolving organization.
Qualifications:
  • Bachelor’s degree in construction management or engineering is preferred.
  • Minimum of five years of outside plant construction management experience required.
  • Advanced understanding of fiber optic network infrastructure builds and repair as well as maintenance principles.
  • Ability to track and analyze data against project forecasts.
  • Ability to identify and resolve issues effectively.
  • Skilled in conflict resolution.
  • Ability to adapt to changing conditions and plans with well-reasoned decision and minimal supervision.
  • Must have a valid driver’s license with a satisfactory driving record.
  • Ability to drive on behalf of the company in a safe and responsible manner.
Knowledge, Skills, and Abilities:
  • Ability to provide excellent customer service.
  • Excellent time management skills and ability to prioritize.
  • Ability to communicate effectively with all levels within an organization.
  • Strong oral and written communication skills are required.
  • Ability to operate various office equipment such as personal computer, various software programs including
    Microsoft Office applications (Excel, Outlook, Visio), and telephone systems.
  • Ambitious and goal oriented.
  • Strong attention to detail and problem-solving skills are required.
  • Ability to work as part of a team while performing as an individual.

Work Authorization:

Work Environment and Additional Information:
Work is performed in an office setting with exposure to computer screens and requires extensive use of a computer,
keyboard, mouse, and multi-line telephone system. The work is primarily a modern office setting.
