INTECON, LLC is hiring a Project Manager to support the Department of the Air Force, specifically the AFWERX Capital Initiatives Division (RGI). This division leads investment and commercialization efforts for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. This role is responsible for guiding strategy, execution, and operational support that helps small businesses develop and transition dual-use technology solutions that support both commercial markets and Air Force operational needs. You will work at the intersection of policy, innovation, and mission impact, helping the Air Force accelerate critical capabilities into the hands of Airmen and Guardians.
Roles and Responsibilities:
The Project Manager Qualifications Shall Include:
- Serve as the lead integrator for the planning, implementation, and oversight of SBIR/STTR strategies that align with DoD policies and Air Force innovation priorities.
- Ensure all SBIR/STTR program activities are compliant with applicable federal legislation, acquisition regulations, and agency-specific policies.
- Interpret complex legislative, regulatory, and policy guidance and translate it into executable processes and frameworks for use across program offices.
- Identify and assess emerging small business technologies to determine alignment with Air Force operational and modernization requirements.
- Develop and manage structured pathways for technology maturation and transition into operational Air Force programs or mission sets.
- Support dual-use commercialization strategies to help small businesses bring innovations to both government and commercial markets.
- Coordinate regularly with AFWERX, SAF, HAF, and other senior Air Force stakeholders to guide program strategy and execution.
- Enhance communication and coordination across geographically dispersed government and industry stakeholders involved in SBIR/STTR activities.
- Serve as a liaison with external partners, industry associations, and interagency government teams to ensure strategic alignment and reduce duplication of efforts.
- Contribute to marketing, outreach, and strategic communications initiatives that build visibility and awareness of the SBIR/STTR program.
- Support the development and execution of Community Relations Plans and manage logistics for industry engagement events and technology showcases.
- Align program workforce resources with mission priorities, ensuring proper role assignments and functional capacity planning.
- Define role-specific training requirements and develop onboarding and training materials to improve workforce readiness.
- Introduce entrepreneurial frameworks and commercial best practices to improve program agility, responsiveness, and overall performance.
Qualifications:
Education:
Master’s degree in Business Administration, Public Policy, Engineering, Technology Management, or a related field.
Experience:
- Over 10 years of progressive experience in program management, with more than 5 years specifically focused on the Department of the Air Force’s SBIR/STTR programs. Demonstrated expertise in managing technology transition, dual-use commercialization strategies, and aligning program operations with federal acquisition policy.
- More than 5 years of direct experience managing Air Force SBIR/STTR programs, including oversight of proposal lifecycles, award execution, and post-award transition planning.
- Comprehensive understanding of SBIR/STTR legislation, policy directives, and execution models across the Air Force innovation enterprise.
- Led the development, documentation, and dissemination of enterprise-level SBIR/STTR strategies that drive mission alignment and innovation delivery.
- Proven track record of aligning infrastructure, personnel, and operational resources with evolving strategic goals and funding authorities.
- Experienced in facilitating collaboration with geographically distributed stakeholders, including senior leaders from SAF, HAF, AFWERX, and external agencies.
- Skilled in identifying innovative technologies and matching them with operational Air Force use cases to support technology scouting and mission relevance.
- Applied business process improvement methodologies to streamline SBIR/STTR workflows, from solicitation to award and transition.
- Collaborated closely with acquisition and contracting offices to ensure compliance and optimize SBIR/STTR program execution.
Certifications and Training:
- Project Management Professional (PMP)
Proficiency in:
- Microsoft Office Suite (Excel, PowerPoint, Word, SharePoint, Teams)
- Google Workspace (Docs, Sheets, Slides)
- Project & Data Management Tools (Tableau, Power BI, Jira, Confluence)
