Habitat for Humanity International (HFHI) is seeking a talented professional for the role of Manager - Housing Disaster Resilience & Recovery (HDRR). This position will be remotely-based within a country in the Latin America region where Habitat has an entity to legally hire (Mexico, Colombia, Guatemala, Honduras, El Salvador and Costa Rica), and the employee can legally work on a local contract.
Reporting to the Associated Director of Subject Matter Experts, this position will lead the design and implementation of HDRR programs / initiatives / projects emphasizing housing and climate resilience in disaster risk reduction, strengthening the link between short-term and long-term interventions. Also, will focus on building operational response capacity of National Organizations and Affiliates prone to natural hazard events, and will expand influence and scale through partnerships, research, advocacy, and market approaches in preparedness, recovery, and reconstruction.
Essential Responsibilities
Lead the development and implementation of HFHI LAC Housing Disaster Resilience & Recovery strategy in LAC region, working with LAC HFH’s national organizations, and other implementing partners with particular emphasis on those geographical areas subject to seasonal natural hazards.
Coordinate, plan, implement, manage, monitor, and support HDRR programs/initiatives/projects, develop rapid assessments, situation reports, project formulation and inception, training and capacity building activities when required with the global team.
Develop networking and strategic partnerships with relevant HDRR actors to strengthen HFH regional positioning.
Support HFH national organizations when affected by disasters and/or complex emergencies in developing programs to increase their capacity to meet shelter and housing needs of their communities.
Facilitates and provides guidance when transitioning from temporary/emergency shelter activities to standard, long-term HFH construction practices.
Develop disaster response processes and policy protocols, in coordination with the HDRR international team and LAC AO, for emergency response operations in LAC including HFHI national offices. Assess existing business procedures relating to disaster response and make recommendations for strengthening response programs while promoting mitigation and disaster preparedness activities, techniques and awareness.
Evaluate and make recommendations on project cycle, logistics, program delivery and construction methods. Advise and train staff in shelter, individual and community housing solutions and settlement related issues, particularly in areas of new and alternative/innovative concepts and construction processes that support the goal of disaster risk reduction and post-disaster holistic shelter assistance.
Identify funding opportunities, design and develop proposals with support from other SMEs, to obtain funds to finance capacity in NO’s, and HDRR activities projects.
Lead and collaborate with the Area Office and national organizations teams and departments to mainstream HDRR, Mitigation and Response Strategies in normal operations, and participate as team member in other global or regional strategic initiatives contributing HDRR expertise and perspectives.
Lead, coordinate and overview the HDRR project implementation as well as providing/supporting community-based training at the community level and trainings to staff.
Eventually, collaborate in other HDRR activities in the LAC region.

Education, Qualifications, and Experience
Education: Degree in Engineering, Architect or related field.
Fully bilingual English - Spanish.
At least 5 years of experience in facilitating processes and/or managing prevention, mitigation, preparedness and disaster response programs and partnerships in a multinational environment/ Experience in the Shelter and Settlement Sector
Knowledge of resilient and sustainable housing solutions (individual and community level)
Systemic thinking and analytical problem solving
Partnerships promotion and management skills
Excellent spoken and written communications
