Job description

Role Summary:

The Alliance Development and State Policy Director is a member of the US Policy and Government Relations team responsible for a multi-state region, reporting to the Vice President, Public Affairs and Advocacy. Responsible for the creation and execution of an integrated advocacy strategy. This role collaborates with key internal and external stakeholders including patient, provider, and business organizations to advance Pfizer’s preferred legislative and business priorities.

Responsible for developing and supporting implementation of coordinated national policy positions and strategies that align with business and enterprise-wide objectives; act as a single point of accountability and enterprise-wide subject matter expert (SME) for a portfolio of state policy issues; responsible for developing policy platforms on priority policy issues, including collateral for external facing colleagues such as policy principles, legislative language, backgrounders, talking points, research summaries, comments letters, and testimony; responsible for analyzing, forecasting, and communicating the short- and long-term implications of changes in the state legislative and regulatory landscape to internal stakeholders, including business units, enabling functions, and senior leaders; develop and implement strategies to generate new policy evidence through contracted resources, including consulting firms and academics, to support Pfizer’s priority policy issues; participate in key trade association work groups; and represent Pfizer externally with multi-stakeholder policy coalitions, in forums related to key policy issues, and at legislative hearings.

Role Responsibilities:

  • Real-time analysis of state policies and provide guidance to appropriate Pfizer team(s)

  • Identify and analyze implications of rising policy trends that will require Corporate Affairs, Business Unit, or enterprise-wide attention

  • Proactive planning to inform legislative and regulatory strategies

  • Preparation of policy positions, comment letters, legislative testimony, talking points and evidence

  • Conduct research, leveraging internal and external consulting resources, to inform legislative and regulatory policy positions and strategies

  • Collaborate across Corporate Affairs on research projects and manage research consultant relationships

  • Provide strategic and creative policy input to cross-functional Business and enterprise-wide working groups

  • Lead US Policy work-streams for lead policy issues

  • Participate in key external meetings on lead policy issues

  • Manage relationships with C-Suite executives within business organizations, medical societies and state and national advocacy organizations.

  • Cultivate external relationships with KOLs, patient advocacy organizations, medical societies, multicultural organizations, and business groups including trade associations, think tanks and other policy influencers in support of Pfizer preferred policies.

  • Build and activate state-based patient advocacy coalitions across all therapeutic areas to advance policy priorities.

  • Educate and engage external stakeholders at the state and national level to advance Pfizer preferred policies and legislative priorities.

  • Engage advocates on complex legislative issues around access, affordability, and pro innovation policies.

  • Plan and execute advocacy summits, policy forums and programs in collaboration with external partners supporting business unit priorities across all therapeutic areas.

  • Represent Alliance Development as a strategic partner with Commercial, Medical, Corporate Affairs and other matrix teams.

  • Identify and create opportunities to engage senior leadership to advance Pfizer’s Purpose Blueprint.

  • Where applicable, manage advocacy needs of Pfizer research and manufacturing sites.

  • Plan and manage a budget while operating within established guidelines.

BASIC QUALIFICATIONS

  • Bachelor's degree required

  • 8+ years of industry experience including 3 – 5 years of state policy experience.

  • Project management experience.

  • Demonstrated leadership across peer groups.

  • Strong strategy and execution skills.

  • Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers, develop and coach others, oversee and guide the work of other colleagues to achieve meaningful outcomes and create business impact.

Technical Skills:

  • Deep knowledge of state level policy, and federal policy as it affects state healthcare

  • Strong presentation, written, oral, communication and interpersonal skills

  • Proven ability to work as part of team and engage colleagues

  • Proven ability to work across a large, highly matrixed organization

  • Ability to quickly acquire knowledge in critical issue areas

Preferred Experience:

  • Master's degree in policy, economics, or science field.

  • Science, legal, or technical training preferable

  • 25% of time for travel may be required for alliance development responsibilities

The annual base salary for this position ranges from $156,600.00 to $261,000.00. In addition, this position is eligible for participation in Pfizer’s Global Performance Plan with a bonus target of 20.0% of the base salary and eligibility to participate in our share based long term incentive program.
