California College of ASU is an independent nonprofit affiliate of Arizona State University (ASU), with a mission to educate students in the art and science of communications and the varied media of contemporary storytelling within an exploration of the liberal arts. The location is located at the ASU California Center in Los Angeles, California.


Description:

Under the administrative direction of the Chief Executive Officer (CEO) and Dean of California College of ASU, this role serves and functions as the senior business, finance and operations officer for the California College of ASU. Responsible for accounting, budget management, fiscal operations, and information technology. In addition, the position is responsible for planning, organizing, directing and coordinating the financial, administrative, and operational activities of the college. Moreover, this position is expected to facilitate business process improvement, develop strategic financial plans, oversee all financial matters, risk management and related compliance issues of the College.


The Executive Director of Finance and Operations is a key leader in the execution of the affiliation between California College of ASU and ASU. These duties include, but are not limited, to 1) strategy and planning, including forecasting, budgeting, and space planning, 2) finance, including accounting and accounts payable; and 3) operations facilities management, purchasing and contract administration. The incumbent is responsible for staff supervision and the development of internal processes and procedures.


Essential Duties:

  • Serves as a senior leader of California College of ASU.
  • Serves as a liaison to ASU as part of the affiliation between the institutions.
  • Counsels and advises the CEO and Dean and the Board of Trustees of the institution concerning financial, administrative, and operational matters of the institution.
  • Develops, maintains and administers operating and capital budgets, including by developing and preparing financial plans and analyses.
  • Establishes fiscal guidelines to sustain a sound financial status as a nonprofit corporation and an accredited institution and participates in the development, review and revision of other policies.
  • Oversee major support functions at the college and negotiate and administer contracts and leases as required.
  • Interprets and apply pertinent rules, regulations, policies and procedures set forth by the governing board and the Affiliation and Services Agreement executed by the institution and ASU.
  • Identifies and resolves problems and issues; implements and directs measures to improve the effectiveness and efficiency of all aspects of business operations.
  • Administer the accounting and fiscal affairs of the College, including those required by not only Generally Accepted Accounting Principles, Governmental Accounting Standards Board, but also local, state, and federal funding sources and College and ABOR policies.
  • Perform liability risk analysis for all College insurance and make recommendations to the College Dean for a strategy that protects the College and is cost efficient.
  • Oversee the Accounts Payable function of the College. Oversee the invoicing and collecting of student accounts and other areas of Accounts Receivable.
  • Oversee purchasing and ensure all ABOR, college, federal, and state policies are maintained.
  • Provide leadership and creativity as it relates to purchasing power, cost expenditures and savings for the College.


Desired Qualifications:

  • CPA, CMA, or other related credentials.
  • Demonstrated supervisory experience.
  • Knowledge of management principles and practices.
  • Demonstrated competence with financial planning, capital planning, and strategic budgeting.
  • Demonstrated ability to work collaboratively across internal and external stakeholder groups.
  • Demonstrated understanding of the complex nature of government and college fiscal operations and regulations.
  • Knowledge of accounting and budgeting practices and principles.
  • Knowledge of state and federal laws pertaining to budgeting and accounting practices.
  • Knowledge of state and federal laws pertaining to human resource management.
  • Knowledge of state and federal laws pertaining to academic personnel policy and procedures.
  • Skill in coordinating activities and establishing priorities.
  • Skill in both oral and written communication.
  • Skill in computer applications and technology.


Working Environment:

  • Activities are primarily performed in a regular, climate-controlled office setting subject to extended periods of sitting, standing, walking.
  • Visual acuity and manual dexterity associated with daily use of desktop computers, bending, stooping, reaching and lifting up to 20 pounds.
  • Evidence of communication skills necessary to perform essential duties.
  • Regular review of completed tasks.


Minimum Qualifications:

Bachelor's degree and nine (9) years of experience appropriate to the area of assignment/field including five (5) years managerial experience; OR, Any equivalent combination of experience and/or training from which comparable knowledge, skills and abilities have been achieved.
