Panagora Group seeks a Senior Grants Specialist for the USAID-funded Localize Global Health Security (LGHS) project. LGHS supports local partners to address gaps in health security as identified in national health security capacity assessments. LGHS complements the multisectoral cross-technical approaches of other GHS programs to move countries closer to achieving the 2028 Global Health Security Agenda targets. As a result of this support, local partners will be able to address critical caps in health security through grants and technical assistance in prioritized technical areas, strengthen the organizational capacity of local entities to effectively manage the implementation of health security technical interventions and expand global knowledge base on approaches and best practices for local entities conducting global health security interventions. 

 

The Senior Grants Specialist (SGS) will support the development and management of grants that address health security challenges. Reporting to the Deputy Project Director for Grants and Operations (DPD), and working in alignment with other LGHS staff members, local government ministries, local entities, international health organizations, and LGHS stakeholders, the Senior Grants Specialist will support and coordinate a full range of activities required to identify, prepare, and review awards and grants in compliance with USAID regulations. Once the grants are awarded, the SGS will work closely with the technical teams and grantees to set up and maintain a grant management system (with the appropriate tools and operating procedures) that considers the whole grants implementation cycle, including close-out. 

 

This is a full-time remote position in one of the following countries: Kenya, Nigeria, Philippines, South Africa, Uganda, and Zambia. It may require travel to multiple project countries.


Requirements

Duties and Responsibilities  

  • Supports Deputy Project Director with the successful implementation of a large global grants under contract (GUC) program in compliance with Panagora’s policies and procedures and standard of practices, as well as relevant USAID requirements and regulations. 
  • Supports and provides guidance to country-level grants engagement managers (GEMs). 
  • Assists with the development of solicitations and awards, technical evaluation committee processes, grantee performance tracking, and close out of grants, in compliance with USG regulations. 
  • Oversee and facilitate quality and timely development of essential grants documentation (in line with the Panagora and USG requirements) necessary for submission to USAID, such as: grant sub-award, negotiation memo, budget and budget notes, risk assessment and cost-realism analysis, etc. 
  • Develop grantee performance tracking tools and instruments, aligned with grant award requirements, and USG and Panagora’s policies and guidelines. 
  • Reviews and tracks status and approval of grants milestones and payments vis a vis committed performance results under each grant, in coordination with GEMs and Finance Manager. 
  • Assists with capacity strengthening of local grantee partners in grant management through training, written guidance, supportive supervision, and local events and workshops 
  • Facilitates assessments and the development of capacity development programs for local grantees in administration, operations, and financial management  
  • Works closely with the DPD and technical teams to ensure quality and compliant implementation while ensuring collaboration, learning and sharing use of resources and tools 
     

Qualifications 

  • Bachelor’s degree or higher degree in international development, business administration, public administration or related field.  
  • Minimum five (5) years of grants and/or subawards management experience, preferably within the USAID context. 
  • Deep working knowledge of U.S. government regulations implementing a grants under contract program. 
  • Demonstrated ability to create and maintain a complex grants program in an international development context. 
  • Ability to communicate effectively with program and technical staff concerning regulatory policies and procedures and compliance issues. 
  • Excellent track record of strong interpersonal communication skills, leadership, and managerial skills. 
  • Excellent writing and budgeting skills. 
  • Ability to work with multiple priorities, with strict deadlines, and in cooperation with staff and stakeholders in different time zones.  
  • Proficiency in Microsoft Office including Word, Excel, and PowerPoint. 
  • Availability to travel internationally when required. 
  • English required; proficiency in French is an advantage.
