Summary of Position

The U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) has awarded $15 million to establish a Standardization Center of Excellence (SCoE) supporting U.S. engagement in international standardization for Critical and Emerging Technologies (CETs). Led by ASTM International, the SCoE will drive collaboration between industry, government, and academia to accelerate CET standardization, aligning with the U.S. Government National Standards Strategy for Critical and Emerging Technologies (USG NSSCET) and broader U.S. standardization goals. ASTM is seeking a dynamic and strategic Program Manager to lead the development, execution and growth of the CET SCoE, strengthening its global impact, stakeholder engagement, and long-term vision. This role involves program management/development, cross-sector collaboration, and strategic oversight to position the SCoE as a global leader in CET standardization. his role requires strong leadership, project management expertise, and a deep understanding of standardization processes and industry engagement. The Program Manager will work closely with stakeholders, including government agencies, industry leaders, and academic institutions, to ensure the successful implementation of programs that advance standardization in critical and emerging technologies (CETs).


Key Responsibilities:

Program Management:

  • Develop and implement strategic programs aligned with the objectives of the SCoE.
  • Oversee program timelines, deliverables, and budgets, ensuring effective resource allocation.
  • Monitor program progress and assess performance metrics to drive continuous improvement.
  • Identify risks and implement mitigation strategies to ensure program success.

 

Stakeholder Engagement:

  • Collaborate with government agencies (e.g., NIST), industry partners, and academic institutions to drive program success.
  • Facilitate industry engagement in pre-standardization activities and working groups.
  • Build partnerships with small and medium-sized enterprises (SMEs) to encourage participation in standardization efforts.

 

Project Execution:

  • Manage multiple projects simultaneously, ensuring alignment with SCoE objectives.
  • Work closely with subject matter experts and technical teams to develop standards-related initiatives.
  • Coordinate with legal and compliance teams to ensure adherence to regulatory and industry standards.

 

Workforce Development & Training:

  • Support workforce development initiatives by collaborating with educational institutions and training providers.

 

Reporting & Documentation:

  • Prepare detailed reports on program status, milestones, and key outcomes for internal and external stakeholders.
  • Ensure compliance with grant requirements and reporting obligations.
  • Maintain comprehensive program documentation and knowledge repositories.

 

In general, the role will be an integral part of a team that develops standardization program, education and workforce development, and knowledge transfer activities to support the growth and organizational objectives of the SCoE. The role will benefit from having a reasonable understanding of CETs such as Advanced Manufacturing, Quantum Computing, Artificial Intelligence and Semiconductors, amongst many others. The role will also engage regularly with communities of various CETs, formulating strategies and plans to further position the work of the SCoE within the global technological ecosystem. 

 

Please note some travel will be required for this position (approximately 15-20%).


Minimum Qualifications

  • Bachelor’s degree in science, engineering, business, or related discipline, with at least 5 years of full-time professional experience, preferably in technical and managerial roles.            
  • Proven track record in managing programs, including overall responsibility for project quality, schedule, and cost
  • Strong project management skills, including budget management and timeline execution.
  • Excellent communication, organizational, and negotiation skills in conducting business activities in an international setting with a strong sense of business acumen
  • Ability to analyze industry research reports and produce appropriate recommendations and insights
  • Independent self-starter with a “roll up your sleeves” attitude that can manage multiple activities and engagements, as well as program execution and implementation
  • Ability to work closely with a diverse collection of staff, technical committees, individual technical experts, and contractors
  • Ability to think “big-picture” and connect opportunities to current or required organizational reality
  • Knowledge and experience on standardization initiatives, efforts, and activities
  • Working understanding of industry trends
  • High competence in project and stakeholder management

 

Preferred Qualifications

  • PMP, PgMP, or similar project management certification.
  • Familiarity with standardization processes, including ASTM, ISO, IEC, and other standard bodies.
  • Experience in grant management, compliance, and reporting.
  • Master’s degree in science, engineering, business, or related field.
  • 5 years of professional technical management
  • Knowledge of regulatory frameworks and industry standards.
  • Demonstrated ability to influence stakeholders and drive initiatives without direct authority.
  • Strong strategic thinking and decision-making capabilities.
  • Experience working with CETs and related ecosystems.
