Summary of Position

 

The U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) has awarded $15 million to establish a Standardization Center of Excellence (SCoE) supporting U.S. engagement in international standardization for Critical and Emerging Technologies (CETs). Led by ASTM International, the SCoE will drive collaboration between industry, government, and academia to accelerate CET standardization, aligning with the U.S. Government National Standards Strategy for Critical and Emerging Technologies (USG NSSCET) and broader U.S. standardization goals. The Industry Engagement Manager will be responsible for identifying and developing partnerships, securing additional funding opportunities, and driving engagement with industry, government agencies, and other stakeholders. This role plays a crucial part in expanding the Standardization Center of Excellence (SCoE)’s reach and impact by fostering collaborations, securing sponsorships, and ensuring alignment with strategic growth initiatives. The ideal candidate has a strong background in business development, stakeholder engagement, and strategic partnership management within the technical, engineering, or standardization sectors.

 

Key Responsibilities:

Business Development & Partnership Management:

  • Identify and cultivate partnerships with industry leaders, government agencies, and professional organizations to support the growth of the SCoE.
  • Develop and manage relationships with key stakeholders to drive collaboration and funding opportunities.
  • Lead outreach efforts to engage small and medium-sized enterprises (SMEs) in standardization initiatives.
  • Establish sponsorship and funding agreements to support SCoE programs and projects.

 

Strategic Growth Initiatives:

  • Support the development and execution of strategic plans to expand SCoE’s presence and impact in the standardization ecosystem.
  • Research and identify grant opportunities, industry sponsorships, and other funding sources.
  • Work closely with leadership to draft proposals, reports, and business cases to secure new opportunities.

 

Industry & Stakeholder Engagement:

  • Represent the SCoE at industry conferences, networking events, and professional meetings.
  • Organize and coordinate outreach events, webinars, and workshops to engage key stakeholders.
  • Develop materials, presentations, and communications that effectively convey the value of the SCoE’s initiatives.

 

Market Analysis & Reporting:

  • Conduct market research and analysis to identify emerging trends, funding opportunities, and potential areas for expansion.
  • Monitor key performance indicators (KPIs) to assess the effectiveness of business development efforts and adjust strategies accordingly.
  • Maintain accurate records of partnership activities, funding applications, and engagement metrics for internal and external reporting.

 

In general, the role will be an integral part of a team that develops standardization program, education and workforce development, and knowledge transfer activities to support the growth and organizational objectives of the SCoE. The role will benefit from having a reasonable understanding of CETs such as Advanced Manufacturing, Quantum Computing, Artificial Intelligence and Semiconductors, amongst many others. The role will also engage regularly with communities of various CETs, formulating strategies and plans to further position the work of the SCoE within the global technological ecosystem. 

 

Please note some travel will be required for this position (approximately 15-20%).


Minimum Qualifications

  • Bachelor’s degree in business administration, Marketing, Engineering, Public Policy, or a related field (Master's degree preferred).
  • Minimum of 3-5 years of experience in business development, partnerships, stakeholder engagement, or fundraising.
  • Experience working in standardization, technical industries, or nonprofit sectors is a plus.
  • Proven track record in securing funding, sponsorships, or business partnerships.
  • Strong networking and relationship-building skills.
  • Excellent written and verbal communication skills, with experience in proposal writing and stakeholder presentations.
  • Ability to manage multiple projects and prioritize tasks in a fast-paced environment.
  • Proficiency in CRM systems, Microsoft Office Suite, and digital communication tools.
  • Strategic thinking with the ability to identify opportunities and execute growth initiatives.

 

Preferred Qualifications

  • Experience in government contracting, grant writing, or corporate sponsorship management.
  • Familiarity with standardization bodies such as ASTM, ISO, or other regulatory organizations.
  • Background in technical sales, marketing, or public-private partnerships.
  • Strong strategic thinking and decision-making capabilities.
  • Experience working with CETs and related ecosystems.
