ASI serves as a trusted adviser to government leaders seeking improved performance, enhanced organization effectiveness, and strategic change and we are actively recruiting a Senior Project Analyst/Consultant to support the Department of Homeland Security’s (DHS) Transportation Security Administration’s (TSA) Acquisition Program Management (APM) organization.

TSA’s mission is to “protect the nation's transportation systems to ensure freedom of movement for people and commerce”. The APM organization has a portfolio of goods and services valued at nearly $1 billion annually, maintains over 16,000 security screening systems, and manages associated acquisition programs. This Senior Project Analyst/Consultant will directly support the Checkpoint Property Security Screening (CPSS) program, which is designated as a DHS Level 1 program. On a requested basis, this position will be asked to provide one-off support to other acquisition programs within APM.

 

JOB DESCRIPTION:
The Senior Project Analyst/Consultant will provide analytical, strategic, and operational support to enhance customer experience initiatives. This role involves project coordination, stakeholder engagement, and data analysis.

KEY RESPONSIBILITIES

  • Project Management:Oversee project tracking, reporting, and documentation.
    • Develop project strategy plans and track progress.
    • Collect the necessary information required to start projects.
    • Maintain project documentation and brief stakeholders on progress.
    • Deputize for the PM in his/her absence and/or when necessary.
    • Analyze project data and produce insights to optimize performance.
    • Identify problems and propose solutions to improve project execution.
    • Liaise with internal and external stakeholders.
  • Change Management:Apply change management principles to project implementations.
    • Conduct impact analyses and assess stakeholder readiness.
    • Support training efforts by developing documentation and delivering training programs.
    • Identify and mitigate resistance to change.
    • Coordinate with specialists to integrate change management strategies into projects.
  • Reporting & Data Analysis:Develop insights and performance metrics to optimize project execution.
    • Generate and maintain key performance reports.
    • Identify trends, risks, and opportunities for process improvements.
    • Provide recommendations based on data-driven insights.
  • Knowledge Management & SharePoint Support:Maintain knowledge repositories and enhance user experience.
    • Manage permissions, content, and workflows in SharePoint.
    • Develop user-friendly tools to facilitate collaboration.
    • Ensure smooth integrations and online collaboration within the client’s SharePoint site.
  • Business Process Improvement:Support process documentation and workflow optimization.
    • Develop job aids, SOPs, and process guides.
    • Identify opportunities for efficiency and automation.
  • Survey Design, Administration, and Analysis:Conduct root cause analysis and data collection to assess customer and employee satisfaction.
    • Design, develop, and administer surveys.
    • Analyze survey results using Excel, R, SPSS, and Power BI.
    • Provide recommendations based on survey insights.
    • Create visual reports and dashboards.

MINIMUM REQUIREMENTS

  • Ability to obtain and/or possess DHS Public Trust clearance
  • BA/BS degree and 5-7 years of consulting experience
  • Strong understanding of project management and data analysis (certifications preferred but not required)
  • Experience with and knowledge of change management principles, methodologies, and tools
  • Strong written and verbal communication skills to create client-ready presentations, reports, and documents
  • Ability to establish and maintain strong relationships with stakeholders
  • Ability to influence others and drive alignment toward a common goal
  • Strong data gathering and critical thinking skills
  • Highly organized with a strategic mindset for planning and execution
  • Excellent problem-solving and root-cause identification skills
  • Experience with data visualization and knowledge management tools such as Tableau, Power BI, and SharePoint (preferred)
  • Proven ability to manage time effectively and prioritize multiple projects to meet deadlines
  • Self-motivated learner with the ability to work independently and manage multiple projects simultaneously
  • Proficiency in Microsoft Word, Excel, Visio, and PowerPoint
  • Experience capturing clear, comprehensive meeting notes and minutes

PREFERRED QUALIFICATIONS

  • Experience working with DHS or other federal agencies
  • Certifications in project management, change management, or data analytics

CLEARANCE REQUIREMENT

  • Ability to obtain and/or possess DHS Public Trust clearance

WORK LOCATION & SCHEDULE

  • Primary Location: Remote and Springfield, VA
  • Onsite Requirements: Subject to government reevaluation; flexibility required

DESIRED START DATE

  • April 1, 2025 (Start date dictated by clearance processing)
