ASRC Federal Advanced Research (AFAR), a subsidiary of ASRC Federal Holding Company, is currently recruiting for a remote
part-time IT Business Analyst to support a federal government client located in Silver Spring, MD. The position will require approximately 20 hours per week, or 40 hours every 2 weeks.
Key Role
Provide research, requirements gathering, requirements documentation, development of visualizations, and software platform recommendations for a future Workforce Management dashboard that will serve the National Oceanic and Atmospheric Administration (NOAA) /National Ocean Service (NOS) client.
This is a remote position. The selected candidate will work from their home office.
The duties for this role include, but are not limited to:
- Collaborate with NOS workforce management Subject Matter Experts (SMEs) to identify and document the available NOS workforce data, the desired workforce metrics (e.g., hiring rates, vacancies, attrition rates), and leadership’s reporting needs (e.g., historical comparisons, graphs, charts, schedules).
- Validate and/or document feedback on the SME selections for data, metrics, and reporting needs with the NOS Workforce Management decisionmakers.
- Document the dashboard’s technical requirements and clear them with senior leadership.
- Create mock-up visualizations for the dashboard’s modules, panels, and/or reports, then present and gain approval from senior leadership.
- Research and make recommendations for the software platform(s) that NOS should consider for the Workforce Dashboard, based on NOAA’s IT requirements.
- Note that the Workforce Dashboard itself will not be created by the selected candidate. Software development will occur using a different party after the candidate’s job is complete.
Qualifications
- Bachelor’s Degree plus 5 years' experience as a Business Analyst, IT Business Analyst, or in a related industry. A Master’s Degree may be used as a substitute for 2 years of experience. A PhD may be used as a substitute for 4 years of experience.
- Ability to work independently with minimal direction
- Ability to transform data and findings into concise, user-friendly spreadsheets and PowerPoint presentations.
- Excellent oral presentation skills with the ability to brief findings and materials to management.
- Ability to communicate effectively in groups of senior leaders, knowing when to speak up versus deferring to management.
- Work proactively to anticipate management’s questions and meet their needs before being asked
- Strong interpersonal skills, including customer service skills, to properly manage customer expectations and respond to customer requests
- Knowing when to ask for help to be able to meet assigned deadlines
