We are looking for an Accessibility Project Manager for the Project Management Office of the Health Information Office (HIO)!

HIO exists to manage and enhance computerized claims processing and information management systems in order to assure timely and accurate Medicaid and Child Health Plan Plus (CHP+) claims processing and payments in an environment of rapid policy change. It also exists to improve budget forecasting and monitoring capabilities and improve program management of Medicaid programs with an annual budget of over fourteen billion dollars.

The Project Management Office exists to oversee and coordinate the Department of Health Care Policy and Financing (the Department) strategic initiatives, including improving operational and project excellence across the Department. Supporting projects related to Colorado Benefits Management System (CBMS), Program Eligibility Application Kit (PEAK), Medicaid Management Information System (MMIS) and Health Information Technology (Health IT) initiatives at HCPF. The work unit directs activities that influence policy staff, business analysts, developers and programmers’ deliverables. This unit identifies and coordinates Department wide changes to support improved operational and strategic performance. This work unit is also responsible for operations, security compliance and strategic planning to achieve required compliance with federal regulations. The work unit directs and supports various state and federal reviews and audits by providing data and interpretation of configurations to explain performance. Finally, the work unit is also responsible for advanced planning documents (APDs), financial management and inter-agency coordination for projects and technologies.

This position can work fully remotely from anywhere in the State of Colorado.

**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description Of Job

WHAT YOU'LL BE DOING AS ACCESSIBILITY PROJECT MANAGER:

  • Staff Authority for the accessibility project defined in HB21-110. This project is a legislative implementation, non-technical and non-systems related.
  • Uses expertise in civil rights compliance and accessibility standards to influence HCPF management decision-making around program accessibility.
  • Implements statewide mandates that state agencies ensure their digital content and services comply with accessibility requirements under the Americans with Disabilities Act (ADA) and Section 508 of the Rehabilitation Act.
  • Responsible and accountable for planning, overseeing, monitoring, tracking and leading projects through the full project management lifecycle.
  • Leads interaction with a range of internal and external stakeholders, most often managing several projects and project teams simultaneously.
  • Leads project team members to successful completion of projects that are needed to realize the long-range strategic objectives of the Department.
  • Responsible for project activities that include a business needs assessment and definition to determine system and operational solutions for timely and successful implementation and maintenance of compliance and system objectives.
  • Manages processes with internal and external stakeholders using the PMBOK methodology and HCPF EPMO standards to ensure that program, systems, and/or operations impacts are identified in advance to provide notification of change to stakeholders as well as gain appropriate federal and State approvals.
  • Assists in resource allocation related to project activities and monitoring of project related tasks for quality and timeliness, and assists the work unit Manager and Supervisors to conduct EPMO-related training.
  • Leads collaboration with budget and accounting offices, Program offices, Policy offices, Communications and Human resources offices, and contract vendors to identify costs, schedule, and resources for project initiatives.
  • Seeks to clarify information and decisions from all stakeholders in the preparation of both temporary and permanent solutions to business needs, assisting HCPF with activities required by federal oversight agencies regarding federal funding, compliance obligations, and strategic plans.
  • Position is term-limited through June 30, 2026.

Minimum Qualifications

There are two ways to qualify for this position:

Option 1

Experience Only:

Seven (7) years professional experience in Project Coordination, Project Management, or Performance Analysis.

Option 2

Education and Experience:

Bachelor's degree from an accredited institution in Public Health Administration, Business Administration, or a field of study related to the work assignment

AND

Three (3) years professional experience in Project Coordination, Project Management, or Performance Analysis.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associates will count as two years of experience
  • A bachelors will count as four years of experience
  • A masters degree will count for six years of experience
  • A doctorate or juris doctorate degree will count for seven years of experience

Preferred Qualifications

  • Previous relevant professional state experience.
  • Masters degree in Public Health Administration or Business Administration
  • PMP Certification in good standing
  • PROSCI Change Management Certification
