ASRT, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of ASRT, Inc. and will be assigned to the Office of Advanced Molecular Detection (OAMD), National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), at the CDC, 1600 Clifton Road, Atlanta, GA, to provide scientific and technical support for the OAMD.

SCOPE OF WORK

The Scientist/Evaluation Specialist will provide scientific and technical support to the Office of Advance Molecular Detection in support of the mission and goals of OAMD.

MAJOR DUTIES AND RESPONSIBILITIES

• Provide genomic sequencing related laboratory and epidemiology public health technical assistance for domestic and global support of the Application of Advanced Molecular Detection technologies to COVID-19 and other emerging pathogens.
• Provide genomic sequencing laboratory and epidemiology related public health evaluation technical assistance for OAMD's supported cooperative agreements, programs, and projects. This may include, but not limited to, developing performance measures, logic models, questionnaires, guidance documents, reviewing and evaluating cooperative agreement recipient workplans and budget requests. Provide evaluation technical assistance to ELC partners and recipients.
• Summarize evaluation data for OAMD's use. This may include, but not limited to, the creation of short briefs, presentations, dashboards, reports, charts, etc.
• Prepare presentations, publications, or guidance papers related to OAMD public health outreach activities to state, local, tribal, and territorial (STLT) public health departments and public health laboratories.
• Clean, analyze, and conduct QA/QC on measure data.
• Aggregate performance measure data to analyze findings across STLT cooperative agreement programs for evaluation and informing future Notice of Funding Opportunities (NOFOs).
• Draft and present summaries of performance measure data and findings to internal stakeholders and recipients.
• Utilize data analysis tools to design, track, and collect performance measure data (i.e. REDCap, Access, SharePoint, or other databases).
• Coordinate and facilitate stakeholder meetings and sessions to improve program evaluation models.
• Assist with developing and implementing evaluation needs assessments, pre and post course assessments, and performance measures for extramural and intramural workforce development projects. Projects may include but are not limited to AMD Academy, Regional AMD training, molecular epidemiology courses, and bioinformatics training.
• As part of Monthly Report, report number of hours by labor category, summary of activities performed, any challenges, and actions to mitigate the challenges.

MINIMUM QUALIFICATIONS

Education and Experience:

• Bachelor degree in allied health, health science, or life sciences.
• At least 3 years work experience related to laboratory experience and utilizing public health evaluation approaches and methodologies to assess program effectiveness and leveraging partnerships.

Required:

• Working level proficiency in Microsoft Office suite of products.
• Experience working with the academic, CDC, federal or related public health entities.
• Demonstrated experience with molecular and genomic laboratory techniques.
• Experience providing evaluation and analysis of a variety of contracts and agreements between health response institutions, including the development of guidelines and performance measures of said agreements.
• Experience preparing and analyzing performance data from a variety of sources include REDCap, SharePoint, and Access.
• Experience with the development and deployment of publications for the dissemination of scientific data to populations of various scientific knowledge and the public.
• Experience with the synthesis of scientific literature and other scientific material for both scientific and non-scientific audiences.

Desirable:

• Previous experience working in a similar role.
• Desired specific work or training experience related to genetics, genomics, and molecular biology techniques.
• Previous experience utilizing a variety of scientific literature sources and databases to provide summary analysis of scientific findings.

Language Skills:

• The candidate must possess excellent oral and written communication skills in English.
