Job Overview:

We are seeking a highly experienced Medicaid Eligibility Testing Lead to join a state Medicaid Enterprise Systems (MES) Modernization program. This role will operate under the Testing Center of Excellence (TCOE) framework, with a focus on the Medicaid Eligibility (MAGI and non-MAGI) module. The successful candidate will provide leadership, ensure quality assurance, and coordinate testing activities across multiple modular contractors involved in the state’s Medicaid modernization effort.

Responsibilities:

• Lead all testing efforts for the Medicaid Eligibility (MAGI and non-MAGI) module within the broader MES modernization program
• Develop and execute comprehensive test plans, test cases, and testing strategies in alignment with the Testing Center of Excellence (TCOE) framework
• Collaborate with the state Medicaid Agency, the Systems Integrator (SI), and multiple modular contractors to ensure seamless coordination of testing activities
• Ensure compliance with CMS guidelines and standards for Medicaid systems testing
• Identify testing requirements, risks, and dependencies across project modules and provide risk mitigation strategies
• Oversee functional, integration, system, regression, and user acceptance testing phases
• Implement best practices for defect tracking, resolution, and reporting
• Ensure timely delivery of high-quality test results, supporting go-live readiness assessments
• Mentor and provide guidance to junior testers and other project team members
• Report testing progress, issues, and risks to key stakeholders regularly

Qualifications:

• 7+ years of experience in Medicaid systems testing, with specific expertise in Medicaid Eligibility (MAGI and non-MAGI)
• Proven experience leading large-scale Medicaid testing efforts in MMIS or MES modernization projects
• In-depth knowledge of Medicaid Eligibility processes and CMS certification requirements
• Strong understanding of testing methodologies (e.g., Agile, Waterfall, Hybrid) and testing tools
• Experience in working with multiple stakeholders, including State Medicaid Agencies, Systems Integrators, and modular contractors
• Excellent leadership, communication, and coordination skills
• Proficiency in defect tracking and test management tools
• Ability to work in a collaborative environment and manage multiple priorities effectively
• Familiarity with CMS certification requirements
• Knowledge of automated testing framework and tools
