POSITION SUMMARY: Reporting to the Director, Project Management Center of Excellence until embedded within a performing organization as a dedicated planner and scheduler, the Project Controls Specialist (Planner) assists with the non-technical management of a project’s time baseline. This includes but is not limited to, project planning, schedule development, integration, and maintenance, what-if scenarios, long-term resource planning, change order development, and earned value management support. The successful candidate will thrive in a dynamic, project-focused work environment, with the ability to quickly acclimate to new teams, project structures, and organizational priorities.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Work with the appropriate Project Manager(s) in the establishment of new projects, develop an appropriate work breakdown structure and project control hierarchy, and establish this hierarchy in the Primavera scheduling tool including the appropriate schedule information, resource loading, and milestones consistent with project funding, timetable and objectives.
- Utilize proven planning methodologies to develop detailed, resource-loaded schedules.
- Work with Project Managers, Project Controls peers, and performing organizations to create, update, and maintain the project baseline (Scope, Time, and Resource Management Plan).
- Incorporate external schedules within the project’s Integrated Master Schedule.
- Assist performing organization leadership with resource allocation, leveling, and prioritization to ensure efficient use of resources.
- Perform critical path analysis on the project schedule.
- Perform forensic schedule analysis to support claims.
- Assist in, or develop and maintain, periodic project status reports related to project progress including earned value metrics and schedule performance.
- Develop and publish periodic project Level 2 and 3 milestone completion and status reports.
- Performs other duties as assigned.

MINIMUM SKILLS, QUALIFICATIONS AND ABILITIES:
- Education: A minimum of a B.S. or B.A. degree in Construction Management, Engineering, Project Management, Accounting, or Business Administration is required.
- Experience: Minimum of five years full-time experience working in a dynamic, project-focused organization as a project planner, scheduler, or project controls professional with an emphasis on coordinating conflicting demands and priorities, is required. Demonstrated interpersonal, organizational, technical writing, communication, and presentation skills is required. Software experience includes proficiency in Primavera P6 (required) and PRISM G2 (preferred). Additional preferred experience includes claims and forensic analysis and Earned Value Management.
- Industry Requirements: Eligible to work under Department of Energy regulation 10 CFR, Part 810.

Pay and Benefits:
The target pay range for this position is $99,175 - $119,694 annually. The full pay range is $88,915 - $139,073.
