Title: Trainer
Location: Remote, LA

Job Description:
The scope of the proposed services will include the following:
● Perform curriculum design and development related to the budget lifecycle for LDOE federal grants managed by the Office of Early Childhood Care and Education, including budgeting, contracts and allocations, obligation and liquidation of funds, procurement, reconciliation, and reporting;
● Conduct training programs for staff all in areas of the LDOE budget lifecycle, including workflows, policies, and regulations;
● Create policy and procedural documentation for areas that impact ECE's management of federal grant awards, including, but not limited to, accounting, procurement, finance and contract management;
● Develop an Organizational Change Management Plan for implementing budget processes utilized by Early Childhood Program;
● Create additional documentation, as needed and requested by the Support Services Project Manager, Business Analyst, and LDOE.
● Perform additional duties related to this job title as needed and requested by LDOE for this task order.
Expertise and/or relevant experience in the following areas are mandatory:
● Three (3) years of consulting and advisory services, training, change management or academic experience;
● Experience in creating operating procedures, user guides, and/or training materials;
● Excellent verbal and written communication skills;
● Experience creating requirements documentation for complex projects.
Expertise and/or relevant experience in the following areas are desirable but not mandatory:
● Experience in leading change initiatives on complex projects, including utilizing technical tools and resources to develop and implement organizational change management (OCM) plans;
● Intermediate or advanced-level expertise in Google Workspace (specifically Google Docs and Google Sheets), and the Microsoft Office Suite of products;
● Experience with technologies and best practices for instructional manuals;
● Familiarity with LDOE business processes related to the administration of LDOE federal grant awards;
● Has familiarity, experience, knowledge and/or background in the federal CCDF program.
