Description of Work
Global Health Visions seeks a Senior Health Policy Consultant to support a leading philanthropic organization in advancing strategies related to Medicaid, Medicare, and their intersection with maternal health, reproductive health, child health, and mental health.
The consultant will be responsible for providing in-depth research, policy analysis, and strategic direction on how federal and state-level healthcare policies shape funding, program development, and policy implementation. This individual will act as a thought partner and strategic advisor to the client, informing decision-making, ensuring that philanthropic initiatives align with the evolving healthcare landscape, and advising on the development of targeted portfolio. Consultant must have the ability to translate complex policy issues into actionable strategies for philanthropic partners and stakeholders.
This role requires expertise in the U.S. healthcare system, and specifically Medicaid and Medicare and their relationship to maternal, reproductive, and child health as well as mental health.
Key Responsibilities
Research & Landscape Analysis
- Conduct comprehensive research on federal and state healthcare policies impacting maternal health, reproductive health, child health, and mental health.
- Analyze trends in Medicaid and Medicare, identifying opportunities for strategic engagement on this issue.
- Track legislative and regulatory developments, providing timely updates and insights to inform strategy.
- Respond to targeted questions from client related to shifts in the landscape and inquiries on the issue.
Portfolio Strategy Development & Execution
- Develop and refine strategies that position philanthropic initiatives to drive meaningful impact.
- Advise on funding opportunities and partnerships that align with policy shifts and advocacy efforts.
- Translate research findings into clear, actionable recommendations for internal and external stakeholders.
- Collaborate with cross-functional teams to ensure alignment between philanthropic efforts and policy priorities.
- Lead development of a strategy to determine work in this space for partners and stakeholders.
Grants & Stakeholder Engagement
- Provide guidance on grantmaking strategies related to U.S. healthcare policy, program funding, and Medicare and Medicaid.
- Engage with key stakeholders, including government agencies, advocacy organizations, and healthcare providers, to understand the landscape and inform and refine philanthropic initiatives.
- Support external communications by drafting briefing materials, reports, and presentations for client and other key stakeholders.
Leadership Support & Advisory
- Serve as a trusted advisor to the client, offering expert insights on U.S. healthcare policy matters and Medicaid and Medicare developments.
- Respond to inquiries, synthesize policy changes, and recommend strategic shifts as needed.
Skills and Qualifications
- Deep expertise in U.S. healthcare system as well as Medicaid and Medicare, with a focus on maternal health, reproductive health, child health, and mental health.
- Strong understanding of the federal healthcare landscape and its intersection with state policies and implementation.
- Experience conducting policy research, synthesizing complex information, and crafting strategic recommendations.
- Demonstrated ability to inform and guide high-level decision-making.
- Excellent written and verbal communication skills, including experience preparing executive-level reports and briefings.
- Strong stakeholder management skills, with the ability to engage across sectors including government, philanthropy, and advocacy organizations.
- Ability to work independently in a fast-paced, policy-driven environment. Ability to navigate ambiguity and advise on way forward.
Time Requirement + Location
- 12 months/full-time
- US-based remote, with occasional travel as needed.
- Rate range: $850-$1,050 based on experience
