Program Manager for Equity-Level Property Condition Assessments
As a Program Manager for Equity-Level Property Condition Assessments (PCA), you will lead the comprehensive evaluations of commercial, residential, and industrial properties to deliver critical insights for equity investment decisions. Your role will involve managing the full lifecycle of property assessments, from project initiation through final reporting, ensuring compliance with equity-level PCA standards and best practices. You will be responsible for directing field assessors, specialty consultants, and analysts to deliver data-driven insights that support clients' acquisition, disposition, and portfolio management strategies. You will lead a team conducting comprehensive evaluation of properties, delivering critical insights to support strategic acquisition, disposition, and investment decisions. Your role involves coordinating and supervising a team of field assessors, specialty consultants, and data analysts to ensure that these accurate, thorough assessments meet equity investor requirements.
You will be responsible for supervising the overall operation of a program, including multiple projects for one client, and implementing a clear line of communication between sales and technical operations. In addition, the Program Manager serves as a consultative resource for all existing and potential clients and may participate in presentations as required. This role is responsible for budget management, cost management, scope management, risk, change management, and issue management for each assigned project and/or program. The Program Manager will mentor and train team members. The Program Manager (field staff) will be required to travel to client project sites.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other job-related duties may be assigned in conformance with state and federal regulations.

Assessment Oversight:
Lead the execution of detailed property condition assessments aligned with equity-level PCA standards, ensuring that evaluations provide comprehensive insight into the property's physical condition, risk profile, and long-term maintenance needs.

Client Consultation & Strategy:
Collaborate with equity stakeholders to define the scope, objectives, and priorities of property assessments, tailoring services to support investment strategies, due diligence, and risk mitigation efforts.

Data Collection & Reporting:
Ensure that all relevant building systems (structural, mechanical, electrical, and plumbing) are thoroughly evaluated, along with environmental considerations, code compliance, and deferred maintenance. Analyze and translate findings into actionable recommendations for capital expenditure planning and risk assessment.

Equity-Specific Risk Evaluation:
Identify and quantify potential risks that may impact asset valuation or investment returns, including hidden liabilities, operational inefficiencies, or code compliance issues. Provide guidance on cost-effective remediation strategies.

Capital Planning:
Develop long-term capital expenditure forecasts based on assessment findings, helping equity clients optimize asset performance and prioritize future investments.

Regulatory & Compliance Analysis:
Ensure assessments address all applicable building codes, zoning regulations, and environmental requirements, providing clients with a clear understanding of regulatory risks.

Team Leadership:
Direct and coordinate the activities of field assessors, engineers, and specialty consultants, ensuring seamless collaboration and high-quality deliverables.

Quality Assurance:
Implement and maintain rigorous quality control measures to ensure that reports meet the precision and depth required by equity investors.

Project & Budget Management:
Oversee project schedules and budgets to ensure timely and cost-effective delivery of assessment services.

Stakeholder Communication:
Provide comprehensive reports and executive summaries that distill technical findings into meaningful insights for equity stakeholders. Lead presentations and discussions with clients to clarify findings and recommendations.

Process Improvement:
Continuously refine assessment methodologies and reporting formats to better meet the evolving needs of equity investors, ensuring efficiency and value-add services.
- Serves as technical lead for Transactional division reports, including but not limited to: Property Condition Assessments, Property Condition Equity, structural surveys, roofing surveys, ADA checklists, desk reviews, report reviews, and/or document review.
- Trains and mentors field staff and direct reports in execution of Equity-level and BSA-related services lines.
- Identifies vendors that may be sources of additional capacity.
- Reviews and approves invoices prior to release and approves payment for contracted services.
- Familiar with current ASTM standards.
- Must dictate to the team the program’s standards and procedures.
- Serves as the main point-of-contact with client during the execution of projects and programs. Prepares progress reports to share with client. Assures client satisfaction and goals are met through timely responsiveness and feedback. Attends meetings with Sales team and client.
- Facilitates communication across work streams and projects to minimize disruption to the organization of program/project implementation.
- Responsible for managing programs within budget and on-time, while providing high client satisfaction. This includes managing budget, potential risk, client communication, change orders, and report delivery.
- Manages field staff and staff’s schedule.
- Involved in developing new service offerings.
- Creates and develops report templates.
- Responsible for proposal development of client and project specific scopes of work.
- Directly interfaces with sales staff to assure client expectations are being met. Serves as an available consultative resource for clients and may participate in sales calls or presentations.
- Performs technical reviews of deliverables for technical accuracy, client expectations, compliance of scope and consistency.
- Reviews and evaluates work progress, identifies problems, and provides technical direction and guidance to assigned staff.
- Acts as technical lead, providing guidance and technical direction for field staff.
- Supports the department’s recruiting activities through resume review, phone screens, interviews, and selection of candidates for field staff roles.
- Complies with federal, state, and local legal requirements by studying new and existing legislation, anticipating future legislation, enforcing adherence to requirements, and advising management on necessary action.
- Protects operations by keeping company information confidential.
- Delivers outstanding customer service through timely response and proactive solutions to clients’ needs.
- Demonstrates BV’s guiding principles in support of the company's strategic goals.
- Follows all documented policies, Standard Operating Procedures, and Work Instructions applicable to the position and support of BV's quality standards and strategic initiatives.
- Maintains safe and clean work area by complying with all procedures, rules, and regulations.
- Must be able to meet the physical demands of the job.
- Travel by Plane, Motor Vehicle, Train (25% of workweek) to client sites across the U.S.
SUPERVISORY RESPONSIBILITIES:
Supervises employees on the team in a direct reporting relationship. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees, planning, assigning, and directing work, appraising performance, addressing complaints, and resolving problems.

Education and/or Experience:
- Bachelor's degree (B.A. or B.S.) from four-year college or university in related field; minimum of five to seven years of related experience. In lieu of degree, eight to ten years of related experience and/or training, or equivalent combination of education and experience.
- Proven experience in property condition assessments, building diagnostics, or facility assessments.
- Strong understanding of equity-level PCA requirements, risk management, and capital planning.
- Ability to manage multidisciplinary teams, ensuring seamless collaboration between assessors, engineers, and specialty consultants.
- Expertise in building systems, construction standards, and regulatory compliance.
- Exceptional client relationship management and communication skills.
- Adept at handling multiple projects simultaneously with strict attention to detail.
Certificates, Licenses, Registrations:
· Field roles:
o Valid driver's license required with no significant MVA points/violations (clean driving record).
o Employees who incur $2,000 or more per year in company-related travel expenses will be required to obtain a Corporate Credit Card. Employees who incur less than $2,000 per year in company-related travel expenses will be required to have sufficient personal credit to cover their business travel costs.
· Current Registered Architect or Professional Engineer preferred.
Language Ability: Ability to write reports, business correspondence, and standard operating procedures. Ability to effectively present information and respond to questions from clients, peers, and technical field staff.
