WHAT YOU'LL DO

As Compliance Manager II – Assurance at Coastal, you will play a critical role in supporting the Compliance Assurance Director in maintaining a robust and effective compliance management system (CMS). You will develop, administer, and test the bank’s compliance with all applicable laws and regulations, including, but not limited to, ECOA/Reg B, TILA/Reg Z, Reg E, Reg DD, FCRA, FACTA, SCRA, FLOOD, HDMA and UDAAP. You will lead a team in both manual testing and in using data analytics to create automated testing of control activities, manage risk-based compliance monitoring and testing across all business activities, and provide compliance guidance to relevant staff and partners. You will conduct targeted reviews, evaluate compliance issues, ensure the effectiveness of compliance procedures and training programs, and collaborate across the three lines of defense to establish risk awareness and culture that supports the identification, measurement, reporting, and management of Compliance-related opportunities and risks. 


Requirements

HOW YOU'LL DO IT

  • Support the Compliance Assurance Director to develop, administer and test the Bank’s compliance with all laws and regulations applicable to its operations and product offerings.
  • Identify opportunities to use data analytics and statistical analyses to create automated testing of control activities and regulatory components. 
  • Develop, manage and perform risk-based Compliance Monitoring and Testing activities across all Coastal business activities (Core Bank and BaaS Fintech Partners), to evaluate compliance with consumer compliance regulatory requirements and alignment with best practices, including the development of risk-based testing work papers. 
  • Design and execute ad hoc targeted reviews in response to heightened areas of compliance risk.
  • Research, analyze, draw conclusions related to all consumer compliance federal and state rules and regulations and their applicability to Core Bank and Fintech Partners products, services, and systems.
  • Evaluate identified issues, including conducting a root cause analysis, and develop recommendations to improve policies, procedures, potential efficiencies, and controls.
  • Monitor the completion of action plans for issues identified in testing activities to ensure fulfillment is within target date timeframes. This includes ensuring monthly status updates from action plan owners have been received and documented in the GRC tool.
  • Perform issue validation of remediation efforts for issues adhering to department standards. 
  • Prepare reporting of the results of compliance programs and communicate to Board, Management, Business Units and Partners.
  • Manage a team of Compliance professionals. Responsible for hiring, coaching and development. 
  • Prepare reports to summarize findings, including root cause analysis, and identify opportunities for additional automated or system controls to assist in providing more automated controls. 
  • Serve as an in-house subject matter expert to provide compliance advice and guidance to relevant Core bank staff and Fintech Partners, while addressing any compliance questions.
  • Assist with internal/external audit, and regulatory examinations requests.
  • Follow and comply with all regulatory and compliance regulations.

WHAT YOU'LL BRING

  • Advanced knowledge of consumer compliance rules and regulations and their impact on products, services, and operations, including the impact on testing. 
  • Possess strong analytical and critical thinking skills, with the ability to gather, organize, and interpret data and/or information and formulate decisions based on observed activity.
  • Ability to manage multiple tasks/projects and deadlines simultaneously.
  • Excellent organization, time management, and project management skills.
  • Ability to operate independently to propose, recommend, and advise on achieving team objectives.
  • Excellent attention to detail to ensure timely and effective communication.
  • Ability to effectively present information and respond to questions from the Board of Directors, senior management, and employees.
  • Takes personal initiative, can manage ambiguity, and works independently with minimal direction.

EDUCATION/EXPERIENCE

  • 7+ years of experience in Compliance. Experience across both Fintech and traditional financial institutions is preferred.
  • 3+ years of leadership experience with the ability to manage, coach, and develop a team of compliance professionals.
  • Advanced knowledge of financial services, deposit and lending compliance laws and regulations, and privacy.
  • Intermediate proficiency in Microsoft O?ce 365 products such as Excel, PowerPoint, SharePoint, Teams, and Word, and other compliance-related software (e.g. Click up, Predict-360, etc.).    
  • Certi?ed Regulatory Compliance Manager (CRCM) designation preferred.
  • Bachelor’s degree in Business Administration, Finance, Law, or a related field preferred.
