Reports to: Hydrogen Policy Manager

Type: Full-time

Location: Remote, flexible within the U.S., ability to work East Coast hours preferred

Travel: Must be willing to travel occasionally within the U.S. and internationally

ABOUT CATF

Clean Air Task Force (CATF) is a nonprofit organization working to safeguard against the worst impacts of climate change by catalyzing the rapid global development and deployment of low-carbon energy and other climate-protecting technologies. This is accomplished through research and analysis, public advocacy leadership, and partnership with the private sector. CATF is highly respected for its deep expertise and research on energy and industrial systems and potential strategies, technologies, and policies that can radically shrink their impact on the planet’s atmosphere. Our team of experts and advocates (and global network of subject matter experts and civil society partners) put this research and knowledge into action by designing and enacting public policies that drive toward zero emissions. We also support policies and work directly with private industry to innovate in technology to make the path to zero emissions swift and affordable. CATF has offices in Boston, Washington D.C., and Brussels, with staff working virtually around the world.

CATF’s Hydrogen Program aims to accelerate the development and deployment of zero-carbon fuels and feedstocks, namely hydrogen and ammonia, to reduce emissions in crucial sectors in time to achieve the Paris Agreement’s mid-century goals. These fuels and feedstocks have the potential to reduce costs for decarbonizing hard-to-electrify sectors and could unlock additional opportunities for future decarbonization across the wider global energy system. CATF has identified six sectors that are especially challenging to decarbonize, and for which clean hydrogen and its derivative could be particularly advantageous: Marine shipping, heavy-duty long-haul trucking, ironmaking, high-temperature industrial process heating, aviation, and long-duration energy storage. CATF is executing on its comprehensive, multi-faceted approach for zero-carbon fuels and feedstocks and within each of these sectors with rigorous analysis, public policy design, public education and advocacy, identification of needed innovation initiatives, and promotion of demonstration projects such as hydrogen hubs.

ROLE

This position will support the review, analysis, development, and advocacy of United States policies and programs on the role that low-carbon hydrogen and its derivatives could play in the decarbonization of the transportation and industrial sectors. The role will mainly focus on the federal level in the U.S. but will also support relevant policy activities at the regional, state, and international levels.

The Associate will report to the U.S. Hydrogen Policy Manager and will work closely with CATF’s global Hydrogen Program staff members and other CATF staff to help develop and execute public policy strategies in support of CATF’s Hydrogen Program goals and objectives.

Key Functions and Responsibilities:

  • Help track and report on key policy and private-sector efforts to ensure the responsible deployment of hydrogen and its applications/derivatives in the U.S.
  • Collaborate with the Hydrogen Program staff on qualitative and quantitative research related to program priorities, including research on hydrogen production costs, hydrogen lifecycle emissions analyses, hydrogen transport, hydrogen supply and demand analyses, and feasibility of hydrogen deployment in end-use sectors
  • Support CATF’s engagement with federal and state policymakers to build backing for CATF’s hydrogen policy agenda, including by analyzing draft policies, drafting briefing documents and blog posts, and planning educational efforts for policymakers and the public on the climate benefits of hydrogen
  • Support CATF’s involvement in formal and informal coalitions with industry, other non-profit organizations, and government representatives/bodies
  • Track ongoing implementation efforts, e.g. hydrogen hubs, across the country and at the relevant agencies (e.g. U.S. Department of Energy)
  • Provide assistance to CATF’s Hydrogen, Legal, and Communications teams in drafting or editing comment letters, fact sheets, and other materials for advocacy meetings, and providing input on press releases, blogs and other communications for distribution to news media and/or posting on CATF website
  • Collaborate with the team on logistics for events, webinars, and meetings (internal and external)

Skills/Qualifications:

  • Demonstrated interest in climate change or energy topics and passion for CATF’s mission
  • Bachelor’s degree in a relevant field (i.e. chemical or environmental engineering, environmental policy, etc.)
  • Minimum of 2 years of work experience, preferably working on relevant issues of climate and energy policy; 3-4 years preferred
  • Strong quantitative and qualitative analysis skills that support both research and policy work; modeling experience a plus
  • Responsible and dependable, with consistent follow-through and a commitment to high-quality work
  • Excellent written and verbal communication and interpersonal skills
  • Creative, with ability to think outside the box
  • Strong time management skills and attention to detail

Compensation and Location:

This is a full-time, remote position, with location flexible within the United States. CATF offers an excellent benefits package and an annual salary range of $80,826 - $105,000, depending on experience.
