Moderna is solidifying its presence within our international business services hub in Warsaw, Poland, a city renowned for its rich scientific and technological heritage. This hub provides critical functions meeting the growing demand of Moderna’s global business operations. Moderna will be launching multiple products over the coming years, with a focus on respiratory vaccines. A key aspect of market access will be through national and regional tenders across various markets. As part of this strategy, Moderna is establishing an international tender hub, and we are looking for a Tender Manager to play a crucial role in building our tender management infrastructure.

Reporting to the Executive Director, Tender & Pricing International, the Tender Manager will be responsible for centralizing tender activities across international markets, including Europe, Canada, Latin America, and APAC regions. You will develop and execute processes that ensure an efficient and compliant approach to tender management while contributing to key strategic decisions. For this role, we offer flexibility in where you can be based within the EU, allowing you to work from one of our established hubs or another strategic location.

Here’s What You’ll Do:

Your key responsibilities will be:

  • Leading the tendering process from identification through to contract award.

  • Screening, identifying, and qualifying tender opportunities in collaboration with local and regional teams.

  • Coordinating the planning, strategy development, bid preparation, and approval for each tender.

  • Overseeing the creation and maintenance of tender dossiers, ensuring submissions are compliant and high-quality.

  • Collaborating with global and local stakeholders to ensure tender strategies and plans are aligned with forecasts and commercial objectives.

Your responsibilities will also include:

  • Analyzing tender documentation, including products, services, quantities, deadlines, and conditions.

  • Managing resources and coordinating logistics to meet tender requirements while avoiding penalties.

  • Maintaining a tender repository and continuously improving tender processes and documentation.

  • Supporting the implementation of tender and pricing systems and ensuring data-driven decision-making in the tendering process.

  • Providing timely reporting and recommendations to senior management regarding tender outcomes and future opportunities.

Here’s What You’ll Bring to the Table:

  • Bachelor’s degree in business or life sciences; advanced degree preferred.

  • Minimum 5 years of experience in the bio/pharmaceutical and/or vaccines environment.

  • Strong project management skills, and well versed and experienced in tender planning, conditioning and execution.

  • Strong experience in tender analysis (impact on commercial and access KPIs).

  • A comprehensive understanding of the major healthcare systems and tender processes. Experience with tender authorities desirable.

  • Knowledge of pricing and bidding approaches (e.g. war gaming) and research methods.

  • Knowledge of impact of international reference pricing, cross-indication referencing and launch sequencing.

  • Ability to apply profitability measures and break even analyses to recommend price considerations, when relevant.

  • Ability to coordinate and align cross-functional and global/ regional/ local stakeholders and decision makers.

  • Ability to plan and execute complex cross-functional global/regional/local projects and processes in time and quality including the utilization of project and performance management approaches and tools.

  • Ability to lead high quality delivery into multiple operating, financial and planning processes.

  • Experience in B2B and/or B2G commercialization.

  • Fluent spoken and written English

  • An additional language is desirable

  • This role is expected to be in office 70% of the time with flexibility to work from home up to 30%.
