Alpha Omega is recruiting to staff an award for the NOAA National Centers for Environmental Information Data Stewardship Division (DSD), which works with NOAA and the broader community to provide and maintain the core tools, systems, services, policies, and procedures that enable long-term information preservation, dissemination, and service delivery in a cost-effective, efficient, and reliable manner. Its four branches, Data Operations, Archive, Software Engineering, and Data Access, ensure conformance with the principles, activities, and responsibilities of an Open Archival Information System (OAIS) Reference Model Archive (Consultative Committee for Space Data Systems, 2012; ISO 14721); follow established NOAA, Department of Commerce, and Executive Office policies; and maintain a reliable and effective infrastructure of hardware, software, processes, and procedures to ensure the long-term preservation of NOAA’s information products and services.
We are seeking a highly skilled and experienced Earth Sciences Information Technology Project Manager/Scrum Master to join our dynamic team at Alpha Omega. As an Information Technology Project Manager, you will play a crucial role in creating and maintaining a cloud-based, geospatial archive system for NCEI’s Archive Branch. The successful candidate will be familiar with a variety of concepts, practices, and procedures in the field, demonstrating a high degree of creativity and latitude in problem-solving.
Key Responsibilities:
- Leading Scrum ceremonies - daily stand-ups, sprint planning, sprint reviews, and sprint retrospectives. Coaching team members on Agile principles and Scrum practices.
- Helping the team identify and address impediments to progress.
- Fostering a collaborative and productive team environment.
- Identifying and actively resolving roadblocks that hinder the team's progress.
- Communicating issues to relevant stakeholders and advocating for necessary support.
- Prioritizing the product backlog based on the Product Owners priorities.
- Refining the backlog to ensure user stories are clear, concise, and well-understood by the team.
- Empowering the team to make decisions and self-organize.
- Addressing team conflicts and facilitating constructive communication.
- Encouraging continuous improvement and adaptation within the team.
- Protecting the team from distractions and external pressures that could disrupt the Scrum process.
- Communicating effectively with stakeholders about the team's progress and challenges.
Required Qualifications:
- Education:
- B.S. degree in any of the earth sciences (e.g., Meteorology, Oceanography, Geophysics), Library Science, Data Science, Software Engineering, or Computer Science.
- Experience/Skills:
- At least six (6) years practical experience in the life cycle management of earth in-situ and remote sensing environmental data records and products, preferably working under internationally accepted standards for trusted digital repositories.
- Experience working in an Agile development environment.
- Proficiency in one or more modern programming languages such as Python, R, Scala, Java, and JavaScript.
- Understanding of AWS architectures and serverless implementations.
- Knowledge of digital archives including management, preservation, and accessibility of digital records and archival materials.
- Excellent communication skills to interact with both technical and non-technical stakeholders or team members.
- Professional attitude, strong work ethic, and proven ability to follow through on open issues and handle multiple priorities in a fast-paced environment with dynamic priorities.
- Team player, responsive and self-managed.
- Strong understanding of RESTful architecture, API design principles, and data formats (JSON, XML).
- Working knowledge of version control systems, such as Git.
- Working knowledge of Atlassian Jira and Confluence.
Preferred Qualifications:
- Experience leading a team of Scientific Programmers.
- Familiarity with knowledge graphs.
- Experience with cloud technologies such as Terraform, AWS SAM, Event Bridge, Step Functions, Lambda, DynamoDB, etc.
- Experience working in a Scaled Agile Framework® environment, preferably as Scrum Master or higher.
Preferred Certifications:
- Agile Certification, such as Certified Scrum Master or Scaled Agile Framework®.
- Cloud Certification, such as AWS Certified Cloud Practitioner, Developer.
Salary and Benefit Information:
The likely salary range for this position is $90K - $125K. This is not, however, a guarantee of compensation or salary. There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position and could fall outside of this range.
