About the Strong Cities Network
Launched at the United Nations in 2015, Strong Cities is an independent global network of more than 250 cities and other local governments dedicated to addressing all forms of hate, extremism and polarisation at a local level. The Network fills a critical gap in efforts that have traditionally overlooked the unique roles that sub-national governments can play in preventing and responding to these threats, complementing both existing security-led measures and grassroots efforts led by civil society stakeholders.

Role Purpose
The purpose of this opportunity is to support the GAM to establish crisis management systems. Through a structured process of guide development, consultation and capacity building the consultant will create a practical framework that introduces essential crisis management capabilities. This role will translate existing organisational resources and preliminary assessment outcomes into actionable protocols that establish GAM's crisis preparedness and response capacity through the development of the guide.
The successful candidate will collaborate with the MENA Regional Hub team to develop this comprehensive framework while ensuring that it is developed and finalised in a participatory manner with all the relevant stakeholders, and it responds to the needs and recommendations of the consulted entities
Key responsibilities include:
Phase 1 - Initial Guide Development:
Review existing organisational resources and conduct the preliminary assessment to understand municipal context and requirements;
Develop a clear framework for GAM's crisis response guide that establishes essential procedures and protocols;
Create practical tools and templates that can be readily implemented by municipal staff;
Phase 2 - Collaborative Guide Refinement:
Plan and facilitate structured virtual and in-person consultation sessions with GAM officials;
Present draft materials in a format that enables meaningful feedback and discussion;
Document all feedback systematically and incorporate relevant changes;
Phase 3 - Capacity Building:
Design a comprehensive two-day capacity building workshop programme;
Develop workshop materials including presentations, handouts and exercises;
Cross-cutting Responsibilities:
Maintain regular communication with the MENA Regional Hub team on progress;
Ensure all deliverables meet quality standards and are practical for GAM's context;
Document key decisions and changes throughout the development process;
