Responsibilities
- Provide Governance and Transition Support for DLH’s Defense Health Agency (DHA) Solution Delivery Division (SDD) client. Responsibilities include:
- Provide Governance Panel support for Programs of Record (POR), projects, services, or initiatives seeking assistance to navigate the DHA Governance Process.
- Develop a detailed baseline of the current state of the program, develop actions required to provide a smooth transition with minimal to no impact on the program, customer, and/or service, and manage efforts required to transfer acquisition program oversight and executive management responsibility in accordance with DoDI 5000 series.
- Develop appropriate documentation that outlines the as-is and proposed to-be state of the POR, project, service or initiative, and associated resources to support leadership decisions.
- Provide Ektropy coordination to help support annual funding and unfunded requirement (UFR) submission process including the President’s Budget, Budget Estimate Submission, UFRs, and Program Objective Memorandum (POM) are accounted for, and
- Develop and maintain templates and process assets associated with the DHA governance process and associated reporting efforts.
- Provide support to transition programs, projects, and initiatives into and out of PEO Medical Systems.
- Develop and maintain templates and process assets associated with Transition Support and associated reporting efforts.
- Conduct robust analysis in support of transition efforts and document necessary intake information.
- Ensure necessary documentation artifacts are developed and coordinated to support transition efforts. This may include cost/schedule/performance briefings, transfer plans/agreements and ADMs Maintain a central repository for all transition effort documentation in support of high-level meetings and outcomes.

Qualifications
- Bachelor's degree plus 3 years of relevant experience.
- Knowledge and experience with DoD Acquisition management processes, tools, and techniques required.
- Knowledge and experience with DoD Acquisition Governance and Transition are preferred.
- Excellent organizational and both oral and written communication skills.
- Ability to work well with a team and execute tasks and projects in a timely and accurate manner.
- Ability to write and present effective project materials, presentations, status reporting, etc.
- An element of funding experience, specifically, is an understanding of DHP, colors of money, FYDP, etc.
- In-depth understanding of Defense Health Program (DHP) funding, including appropriations, execution, and reporting requirements.
- Proficiency in the Colors of Money concept, including the distinction between appropriations categories (e.g., O&M, RDT&E, MILCON).
- Familiarity with the Future Years Defense Program (FYDP) and its role in long-term planning and resource allocation.
Basic Compensation: $85,000.00 -$ 95,000.00 yearly salary
The salary offered within this range will be based on the selected candidates’ skills, experience, education, market data, and internal parity. DLH may offer other rewards that may include performance incentives and program-specific awards. An applicant’s salary history will not be used to determine compensation.
